The Bolesławiec City Council introduced changes to the statute of the Municipal Social Welfare Centre. The changes concern the implementation of tasks arising from the Act of 4 November 2016 on support for women during pregnancy and families “For Life”. On 2 January 2017, the Mayor of Bolesławiec, pursuant to Article 10(13) of the aforementioned Act, authorised the director of the Municipal Social Welfare Centre in Bolesławiec to conduct proceedings concerning a one-time benefit for the birth of a child holding the certificate referred to in Article 4(3) of the Act on support for women during pregnancy and families “For Life”.

The Act on support for women during pregnancy and families “For Life” defines the rights of pregnant women and families to support in accessing healthcare services and family policy instruments. The support also includes ensuring appropriate healthcare services for the child, with particular consideration for a child diagnosed with a severe and irreversible disability or an incurable illness threatening the child’s life, which developed during the prenatal period or during childbirth.

The procedure for awarding the benefit requires an application to be submitted by eligible persons. For the birth of a live child holding the certificate referred to in Article 4(3) of the Act, a one-time benefit of PLN 4,000 is granted for that child. The one-time benefit is available to the child’s mother or father, legal guardian or actual caregiver, regardless of income. An application for payment of the one-time benefit must be submitted within 12 months of the child’s birth. An application submitted after the deadline will not be considered.

The one-time benefit is available provided that the woman received medical care no later than from the 10th week of pregnancy until delivery.
