A letter arrived at the editorial office from the Polish Telecommunications District in Bolesławiec, signed by Director mgr inż. Zbigniew Kasprowicz. Here is its content:
"In response to the unsigned note entitled "not everyone feels the so-called blues..." published in the October issue of "Głos Bolesławca", I would like to inform you:
Pursuant to Resolution No. 83/93 of the TPSA Management Board (available for inspection by interested parties), the person authorized to waive charges for work performed for third parties is neither the director of the Telecommunications District (e.g. in Bolesławiec) nor the director of the Telecommunications Plant (e.g. in Jelenia Góra), but the Directors of the Districts and the director of the Radio Communications and Telecommunications Centre in Warsaw. Therefore, since I "became a director", I have felt obliged to observe the laws established by my employer. This is stronger than my sympathy for the blues and its organizers. It could have been done "quietly", without the knowledge of those who should decide all telecommunications matters in their respective district; "one could have..., one can do many things that are not always lawful. Just as one can "gossip about" a person in an "appropriate atmosphere", without signing one’s name to the gossip. Well, our views on law and integrity differ greatly from those of the author of the note. That is how life is: some people "do not feel the blues" because of their sense of the law, while others do so for entirely opposite reasons."

Our comment was an editorial, in a sense collective, comment; hence the lack of a name—not only under this note.
We thought that you would read this comment in connection with the numerous examples published alongside it of many other companies, corporations, plants or institutions becoming involved in municipal affairs—organizations that also have their superior authorities outside Bolesławiec (and that help without breaking the law). In the comment, we did not accuse you of refusing to "waive the charges" or of doing anything contrary to the law ("quietly").
You could have helped officially and legally, but somewhat more cheaply—and, as Director (we confirmed this "higher up"), you have the authority to do so.
