Referring to the allegations raised in the note entitled "An Retiree's Unpleasant Impressions of the Post Office", published in issue 4 of "Głos Bolesławca", we explain as follows:
The described incident did indeed take place, but the objective circumstances of the matter are entirely different. In accordance with postal regulations, the amount of every money order is to be delivered to the addressee at the location indicated by the sender, except when:
- the addressee has reserved the right to collect the amount of money orders at a post office from a post-office box or compartment, – the amount of the money order could not be delivered to the addressee, for example because of their absence when delivery was attempted (Articles 54 and 59–60 of the Act of 7 October 1991, Journal of Laws No. 96, item 427). Pension money orders are therefore paid out under the conditions set out in the regulations; that is, primarily at the location indicated by the sender, i.e. at the place of residence, using delivery staff for this purpose. For humanitarian reasons, these money orders are also paid out (although there is no such obligation) at the payment windows from 11:00 a.m., after the delivery staff have left for their assigned areas. There is therefore no justification whatsoever for "occupying" the post office from 7:00 a.m. Waiting around, urging staff and providing unnecessary information are entirely unnecessary. They only create a tense atmosphere and give the impression of disorganized work, while preventing other customers from handling their affairs under normal conditions. The staffing of the post-office windows is adjusted to the average demand for services, and it is difficult to predict on which days and at what times this demand will increase.
Similarly, the number of delivery staff is adjusted to the volume of material to be delivered. For economic reasons, changing the employment ratio is out of the question.
