One of the items on the agenda of the 24th session of the City Council, held on 28 May, was a vote on setting the salary of the Mayor of Bolesławiec. Councillors decided that from 1 January 2008, Piotr Roman would earn PLN 12,260 per month (over PLN 2,000 gross more than four years earlier, following the previous pay rise).

As stated in the justification for the resolution: “over the past four years, the Mayor of the City has not received any pay rise at all (the slight increase in remuneration in 2004–2006 was related to an increase in the long-service allowance, which reached a fixed level of 20% in 2006). [...] The proposed amount does not exceed the limits provided for in the Act on Local Government Employees and is justified by Mr Piotr Roman’s many years of experience and his achievements in the position he holds.”

Council Chairwoman Janina Piestrak-Babijczuk pointed out that in 2001 Józef Burniak, the city’s mayor at the time, earned over PLN 10,000, and that the two men (Burniak and Roman) differed “in their education, competencies and activities.” Deputy Chair Józef Pokładek added that in the past the urban municipality had a budget of PLN 40 million, whereas the city’s budget now exceeds PLN 120 million. Only two councillors voted against the resolution: Irena Dul of the Democratic Left Alliance and Bogusław Nowak of Civic Platform.

During Wednesday’s session, Janina Piestrak-Babijczuk informed the councillors that she had received a decision from the District Prosecutor’s Office in Jelenia Góra refusing to initiate an investigation. It concerned an anonymous denunciation alleging irregularities on the part of the city authorities in connection with the agreement on perpetual usufruct of a plot on Łokietka Street concluded on 28 June 2006. According to the district prosecutor, “the entire matter forms part of the background of the political struggle that has been continuing in Bolesławiec for a long time between opposing parties, as regularly reported by the local media.”
