As we established, the boy was playing at the neighbors’ house with the children of the dog’s owners. The dog was tethered. During the play, the animal broke free and attacked the “strange” boy.
Since this was an unfortunate accident that did not result from negligence on the part of the dog’s owners, they were not fined. Fortunately, the boy did not suffer anything more serious.
