A homeless man has taken a liking to the rubbish bin area on Cieszkowskiego Street. “We informed the municipal police and Civitas that this man sleeps there and relieves himself there,” says “ii” Reader. “The officers told us that it was the property manager’s responsibility, and that we should lock the rubbish bin area. But it is locked.”
The rubbish bin area reeks. The homeless man has brought carpets there and sleeps on them. He drinks alcohol. “Soon he’ll put a television and a bed in there,” jokes a resident of Cieszkowskiego Street. “But this is about the safety of us and our children. Besides, I don’t want to see a man’s backside while he is relieving himself when I take out the rubbish.”
Joanna Strzelecka, head of the Civitas office, the property manager for the property on Cieszkowskiego Street, told us that the administrator can only report the matter to the municipal police. “The rubbish bin area is located on the territory not of the homeowners’ association, but of the Municipal Commune,” explains J. Strzelecka. “I do not manage this area. Besides, even if this person were sleeping in the stairwell, I would not have the right to, colloquially speaking, throw him out.”
Kamila Chalewicz-Pudłowska, Kamila Chalewicz-Pudłowska, commander of the Bolesławiec Municipal Police, spoke in a similar vein: “We respond every time we receive this type of report. We inform every such person where they can find help. If there is a place at a shelter and the homeless person is sober, we will even take them there. However, some people want to accept this help, while others do not. And we cannot force anyone to accept help.”
The head of the Municipal Police also emphasized that the homeless man is not on private property. “This is a public place,” she says. She adds that she has heard that some residents of the street help the homeless man by bringing him, for example, soup.
