Total education expenditure accounts for 31% of all current expenditure of the Municipality of Bolesławiec.

The total number of pupils in 88 classes is 2,173; the average cost of maintaining a pupil is PLN 6,118, and the average cost of maintaining a school class is PLN 151,072. At Primary School No. 4, PLN 60,000 has been allocated for renovating classrooms, the common room and the basement.

Current expenditure of PLN 8,448,853 has been planned for the operation of four lower-secondary schools. The total number of pupils in 39 classes is 1,167; the average cost of maintaining a pupil is PLN 7,240, and the average cost of maintaining a school class is PLN 216,637. The planned renovations include replacement of the fire-hydrant system at GS No. 2 at 2 Bielska Street, costing PLN 25,000. PLN 66,604 has been allocated to continue the “ERAZMUS + Action 2—School Education” project at GS No. 1 at Jana Pawła II Street.

Current expenditure of PLN 7,150,817 has been planned for the operation of seven municipal public preschools. A total of 907 children attend the preschools.

There are 34 classes, including two nursery classes at Municipal Public Preschool No. 5 at Zygmunta Augusta Street. The average cost of maintaining a child is PLN 7,884, while the average cost of maintaining a preschool class is PLN 210,318.

Funding of PLN 1,217,409 is planned for the current operation of the Municipal Economic and Administrative Team. Since 1 August 2015, the team’s responsibilities have been expanded to include primary schools, lower-secondary schools and school complexes. As a result of changes related to the education policy concerning schools’ financial and HR administration between 2013 and 2015, the number of administrative employees in schools decreased, reducing annual expenditure on salaries and related costs by PLN 300,600. The team (MZEA) employs 20 people (17.5 full-time equivalent positions).

In Bolesławiec, funds generated by municipal educational units remain at the disposal of their headteachers. Primary and lower-secondary schools mainly generate revenue from renting school premises. In 2016, planned revenue amounts to PLN 199,802 for primary schools and PLN 24,000 for lower-secondary schools. Municipal public preschools generate revenue from meal charges and fees for preschool services set under Article 14(5) of the Education System Act. Planned revenue amounts to PLN 1,753,548.

Grants for non-public preschools and public and non-public schools operating in Bolesławiec have been planned at PLN 6,852,687.

The city’s 2016 budget includes planned revenue of PLN 807,648, including PLN 347,424 in reimbursement of the costs of children from other municipalities attending municipal public preschools — 55 children; PLN 460,224 in reimbursement of grants awarded by the Municipality of Bolesławiec to non-public forms of preschool education for children who are residents of other municipalities — 90 children (the municipalities of Wiejska Bolesławiec, Osiecznica, Nowogrodziec, Gromadka, Zagrodno, Warta Bolesławiecka and Lwówek Śląski). A grant of PLN 42,300 has also been planned for inter-municipal settlements related to children who are residents of Bolesławiec attending preschools in other municipalities — 10 children.

PLN 60,000 has been allocated for children’s and young people’s winter and summer recreation, including PLN 28,000 in grants for entities selected through a competition. Last year, 400 children benefited from recreation funding.

PLN 30,000 has been allocated for scholarships for exceptionally talented pupils. On average, 28 pupils receive scholarships each year, ranging from PLN 700 to PLN 2,000, paid in four instalments. Between 2006 and 2015, scholarships were awarded to 272 pupils for a total of PLN 264,700.

In 2016, PLN 80,000 has been planned for social scholarships for pupils, including a 20% municipal contribution. On average, social scholarships are awarded to nearly 320 pupils each year. Between 2005 and 2015, 4,760 pupils benefited from social scholarships and 256 pupils received school allowances.

Funding of PLN 949,500 is planned for health protection: health policy programmes — PLN 50,000; prevention of alcoholism and drug addiction — PLN 880,000; other health protection tasks — PLN 19,500.

The Association of People with Disabilities (SON) — in 2016, 330 people will take part in six stays, with travel co-financed; the Bolesławiec Amazons Club — PLN 6,000 will be allocated for gymnastics, massages and swimming-pool activities, with funding for 89 people.

PLN 50,000 has been planned for health policy programmes:

  • “Prevention of Tooth Decay in Children” — a programme for pupils in Year 2 of primary school. In 2016, approximately 400 pupils are expected to be examined. In 2015, 312 pupils reported for examinations, representing 88.7% of all children in Year 2. In 21 cases, decay of permanent teeth was diagnosed, and in 56 cases orthodontic treatment was found to be necessary.
  • “Prevention of Eye Diseases in Children” — a programme for pupils in Year 1 of primary school. In 2016, approximately 250 pupils are expected to be examined. In 2015, 313 pupils reported for examinations, representing 76.7% of all Year 1 children whose parents declared their willingness to use the free examinations. Visual impairments were diagnosed in 111 cases, or 35.5% of the children examined.
  • “Screening for Postural and Lower-Limb Defects in Preschool Children” — a programme for three- and five-year-olds. In 2016, approximately 550 children are expected to be examined. In 2015, 524 children were examined, representing 75%. Lower-limb defects were diagnosed in 213 children, or 30.1%, while postural defects were diagnosed in 16 children, or 2.3%.
  • “Screening—Prevention of Breast Diseases in Women” — a programme for women aged 40 to 50 and women over 69. It complements the programme financed by the National Health Fund for women aged 50 to 69. In 2016, approximately 200 women are expected to use the free examinations. In 2015, 184 women used the examinations.

PLN 880,000 has been planned for the prevention of alcoholism and drug addiction, including, among other things: cooperation with public-benefit organisations — PLN 129,000; prevention of domestic violence — PLN 85,080 (Support Centre for People Affected by Violence, 3 Kościelna Street); prevention of social exclusion among residents of the Kościuszki II Estate — PLN 98,000 (the Neighbourhood Club for Children and Young People of the Kościuszki II Estate — 25 children up to the age of 10 and 15 participants aged 11 and over).

PLN 445,000 has been allocated for information and educational activities concerning the resolution of alcohol-related problems and the prevention of drug addiction, including preventive and community centres for 150 children (centres at MZS No. 2, MZS No. 3, Primary School No. 3, Primary School No. 4, at parishes at 3 Kościelna Street and 49 Jarzębinowa Street, “TOP” Bolesławiec, 6 Wojska Polskiego Street).

PLN 63,500 has been planned for environmental education, including: the “Bolesławiec in Flowers” competition — PLN 10,250; “Bolesławiec Acts Ecologically” — PLN 53,250.

PLN 19,594,226 is planned for social assistance tasks, including: expenditure incurred by the Municipality of Bolesławiec on social assistance and care — PLN 8,401,686; a state-budget grant to co-finance social assistance tasks — PLN 11,192,540.

  • Operation of the Municipal Social Assistance Centre—social assistance centres — PLN 2,053,200 (MOPS Bolesławiec at 7 Cicha Street employs 45 people)
  • Care services — PLN 368,600 (services planned for 172 people)
  • Food assistance — PLN 294,667 (assistance planned for 1,300 people, including children and young people)
  • Bolesławiec Large Family Card — PLN 29,320 (in 2015, 60 families were covered by the BKDR and 200 cards were issued)

The Residential Care Home in Bolesławiec at 17 Piastów Street has planned operating costs of PLN 1,946,900 and planned unit revenue of PLN 1,753,528. The Residential Care Home in Bolesławiec has existed since 2011. It is a permanent residential facility for 48 elderly women and men. The average monthly cost of maintaining a resident at the Bolesławiec residential care home is PLN 2,995.

Support centres—a delegated task financed from the state budget in the following amounts:

  • I Community Self-Help Home (Bolesławiec, 3 Aleja Tysiąclecia) — PLN 403,920
  • II Community Self-Help Home (Bolesławiec, 11 Parkowa Street) — PLN 403,920.

Community Self-Help Homes are intended for adults with mental disorders, including people with chronic mental illness and people with intellectual disabilities. The expected number of beneficiaries is 60.

Planned operating costs for the Day Stay Centre at Staroszkolna Street amount to PLN 396,495. The Day Stay Centre is intended for 80 senior citizens.

The Day Stay Centre was established in 1988. It is a daytime support centre for elderly and single people from Bolesławiec, providing assistance in organising and enhancing their lives. The services provided by the Day Stay Centre primarily include physical and mental activation, meeting the social and cultural needs of senior citizens, organising occupational therapy activities and providing a meal in the form of lunch.

PLN 140,000 has been planned for the homeless shelter at 32d/4 Tysiąclecia Avenue. The shelter has 35 places for men.
