The latest educational campaign by the Ministry of Finance encourages Poles to issue and collect fiscal receipts and aims to make them aware of the important role receipts play in fair economic transactions. To take part in the lottery, participants only need to be at least 18 years old, have a fiscal receipt for at least PLN 10, and register it on www.loteriaparagonowa.gov.pl.

The lottery is intended to convince Poles that issuing and collecting valid fiscal receipts every day—when shopping, at a restaurant, bar or hairdresser—matters not only when customers seek to assert their rights in problematic situations, but also for fair competition and the condition of the common budget. This contributes to the country’s better functioning and helps finance education, healthcare, sport and culture.

“This is an innovative and pioneering project of the Ministry of Finance; we have never done anything like this before. We call our lottery ‘national’ because it concerns us all. After all, everyone benefits from VAT being paid into the state budget,” said during a press conference the Deputy Minister of Finance and Government Plenipotentiary for Financial Information and Education Izabela Leszczyna. As she noted, the project is primarily educational, because Poles have little knowledge of the connection between issuing fiscal receipts and the state budget. “Research conducted by the Ministry of Finance shows that more than half of respondents have no opinion on whether issuing or not issuing receipts affects state tax revenues in any way. One-third even stated that it has no impact on budget revenues. In addition, today only 7 percent of Poles ask for a receipt when purchasing goods, and just 5 percent do so when purchasing services if they do not receive one,” Minister Leszczyna explained.

It is much more difficult for honest businesses to compete in the market with those that do not pay taxes or pay only part of them. As a result, such businesses can offer lower prices for the same goods or services and increase their competitiveness. Honest sellers have to compete every day with fraudsters who push them out of the market by playing unfairly. “We gain awareness and a pro-state attitude among our citizens,” Izabela Leszczyna summed up the objectives of the National Receipt Lottery.

More than 3,000 fiscal receipts were registered in the first few hours. “The lottery website is prepared to accept at least 250,000 receipt entries per hour,” assured Robert Kietliński, Deputy Director of the Department of Public Services Informatization.

What is worth knowing?

  • The lottery runs from October 1, 2015, to September 30, 2016.
  • To participate, you must purchase goods or services worth at least PLN 10 gross, have a fiscal receipt confirming the purchase, and enter the lottery during the month of purchase via the website www.loteriaparagonowa.gov.plhttps://loteriaparagonowa.gov.pl/.
  • Only fiscal receipts are accepted in the lottery. You may enter any number of them, but each receipt may be entered only once, regardless of the purchase amount.
  • An Opel Astra can be won once a month, and an Opel Insignia once a quarter. In addition, participants can win a modern Lenovo ThinkPad and iPad Air 2 devices.
  • The drawings for the most valuable prizes can be watched live on TVP Regionalna. Recordings of the drawings will also be available on the Ministry of Finance’s YouTube channel.
  • The drawing results will be published on www.loteriaparagonowa.gov.pl/wynik on the day of each drawing.
  • Drawing winners may not exchange their prizes for others or receive their value in cash.
  • And one more thing: all prizes in the National Receipt Lottery are tax-exempt!

Employees of the Ministry of Finance and the lottery organizer, as well as members of their immediate families, may not participate in the lottery.
