Here is the content of the email we received from UPC spokesperson Michał Fury:

UPC wishes to provide the residents of Bolesławiec who were previously Azart-Sat customers with all of its services. To make this possible, a technical switch to the UPC Polska network is necessary. Each switch was preceded by prior contact with customers, including a dedicated letter delivered no later than 30 days before the switch date. Information posters were also put up. We also informed people about the switching process on 27 July in a special press release, distributed to local media.

Since the process involves the replacement of equipment by a UPC Polska installer, it requires the tenant to be present in the apartment or to collect the device from the Sales Office and install it themselves.

We apologize for any inconvenience. In response to customer feedback, we are introducing changes that should enable the equipment to be installed smoothly.

More information can be obtained by calling 75 732 65 43 or at the UPC Sales Office in Bolesławiec at 80-6 Sierpnia Street (Mon–Fri, 9:00 a.m.–5:00 p.m.), as well as on the local Azart-Sat television channel.

We wrote about the matter several days ago, when residents informed us that their television signal had been switched off and that, to continue receiving it, they had to queue at a tent in one of the housing estates. After reading the announcement, one may conclude that the tent set up by the company is a mobile Sales Office where a decoder can be collected, so that people do not have to go to 80 Sierpnia Street.
