On July 20, 2006, the results of the Rzeczpospolita Local Government Ranking were announced. The ranking aims to identify the best-managed cities and municipalities in Poland and to reward local governments that do the most to promote development and improve residents’ quality of life. Bolesławiec ranked 12th nationally in the category of urban and urban-rural municipalities, giving it first place in Lower Silesia.
Last year, Bolesławiec appeared for the first time on the list of local governments that best met the criteria adopted by the jury. “We are pleased with this year’s high assessment of the work of our local government,” says Piotr Roman, mayor of Bolesławiec.
As usual, the ranking was conducted on the basis of an in-depth analysis of the municipality’s finances. The data analyzed by the independent jury were included in the following ranking criteria: growth rate of capital expenditure (2002–2005), European Union funds obtained per resident (2004–2005), debt (liabilities-to-income ratio) (2002–2005), operating surplus (2002–2005), growth rate of own-source income (2002–2005), increase in debt relative to investment expenditure (2002–2005), expenditure dynamics: transport (2002–2005), expenditure dynamics: environmental protection (2002–2005), share of expenditure on contracts carried out with non-governmental organizations (2002–2005), housing expenditure per resident (2002–2005), sixth-grade and lower-secondary school students’ test results (2004–2005), number of business entities (2002–2005), whether the office operates according to ISO standards, whether the office has prepared long-term investment plans (2002–2005), and the number of applications submitted for funding for non-governmental organizations (2002–2005).
