A rehabilitation exercise bike and a blood glucose meter are just some of the items that people with disabilities can receive funding to purchase. They only need to meet several conditions. Funding for the purchase of rehabilitation equipment is one of the county’s responsibilities, carried out using funds from the State Fund for the Rehabilitation of Persons with Disabilities (PFRON). The County Family Support Centre (PCPR) is responsible for this. “People with disabilities may apply for funding for rehabilitation equipment from PFRON funds, according to the needs arising from their disability,” says Deputy County Governor Cezary Przybylski. Partial cost coverage is available to those whose average monthly income does not exceed 65 percent of the average wage—PLN 1,515.91—in the case of single people, and 50 percent of the wage—PLN 1,166.08—in the case of people sharing a household.

The funding may amount to a maximum of 60 percent of the equipment’s value, but no more than five times the wage, which in the first quarter of 2004 amounted to PLN 2,332.17. “Rehabilitation equipment is equipment necessary for conducting rehabilitation activities intended to achieve the highest possible level of functioning for a person with a disability,” explains Danuta Marecka, head of the PCPR. Funding is granted based on an assessment of the individual needs and capabilities of the person with a disability.

The basis for receiving the subsidy is an agreement concluded between the Bolesławiec County Governor and the person with a disability or their legal representative, a natural person conducting business activity, a legal entity or an organisational unit without legal personality. Funding is provided upon a written application submitted, together with the required documentation, to the County Family Support Centre. Thanks to the additional funds, people with disabilities can purchase, among other things, a rehabilitation exercise bike, a blood pressure monitor, a hydromassage device, a rehabilitation bed, a blood glucose meter, and a commode-shower wheelchair.
