When deciding to forgive the property tax, the mayor determined that an important interest of the taxpayer and the public interest existed. The amount of the arrears forgiven for 2005 was just over PLN 30,000, including late-payment interest and the extension fee.
The municipal government's assistance to the county hospital during the current term of office had so far consisted of funding the modernization of the Surgical Department in 2002, amounting to PLN 300,000; funding the modernization of the Gynecology and Obstetrics Department in 2003, amounting to PLN 300,000; and allocating PLN 200,000 to establish a central sterilization unit.
Also in 2003, the Mayor of Bolesławiec forgave the hospital's property tax arrears, including interest, in an amount exceeding PLN 470,000. In subsequent years, the tax was either split into installments or its payment was deferred. In 2004, PLN 35,500 from the city budget was allocated to purchase patient-care equipment, and PLN 1,500 was provided to co-finance the participation of SP ZOZ nurses in the international symposium “Nursing Without Borders.”
Last year, the city granted the Bolesławiec County a PLN 1.5 million loan to repay part of the liabilities of ZOZ in Bolesławiec and, like the other municipalities in Bolesławiec County, co-financed the purchase of a laparoscope and gastrofibroscope, which were lent free of charge to the Bolesławiec hospital. The contribution of the Municipality of Bolesławiec to the purchase of the laparoscope and gastrofibroscope amounted to just over PLN 171,000. In March 2006, councilors allocated PLN 75,000 from surplus funds in the current account of the Bolesławiec city budget to purchase a hemofiltration device (artificial kidney) for the hospital.
In total, the assistance provided to date by the municipal government to the county hospital in Bolesławiec amounted to more than PLN 3 million.
