People living near the building at 12 B Zygmunta Augusta Street complain about the foul smell and disorder around the only refuse shelter in the area. It is small, and the number of bins is insufficient. The roof threatens to collapse. Waste is scattered within a radius of several metres of the refuse shelter. The situation is worst in spring and summer. There is a foul smell in and around the refuse shelter, attracting insects. In addition, the refuse shelter serves as a place for people who buy alcohol at a nearby shop to relieve themselves. The problem does not disappear in autumn and winter—the refuse shelter is flooded with water.

Residents are angry with the property manager. They repeatedly asked Miejski Zakład Gospodarki Mieszkaniowej, and now Towarzystwo Budownictwa Społecznego, to renovate the refuse shelter and tidy up the area behind it. They claim that nobody responds to their requests.

Ilona Suchecka, president of TBS, explains that the association cannot renovate the refuse shelter because it belongs to the city. At the same time, she assures that since TBS took over management of the building, it has been sending requests to the municipality to repair the roof. “We have discussed this matter three or four times,” the president says.

“It is a somewhat complicated problem because, although the refuse shelter is located on municipal land, the City Office would like the residents to cover part of the renovation costs,” explains Grażyna Strzyżewska, head of the Municipal Affairs Department. Leszek Kutryba, director of MZGM, says that the situation should improve quickly, however. “There is a resolution of the City Council allowing TBS to lease the refuse shelter enclosure and the land. I expect the manager to propose an agreement. If TBS does not do so, we will submit the appropriate application ourselves,” the director says.
