The plan, adopted by the City Council on 27 March, covers an area of approximately 74 hectares, located in the northern part of Bolesławiec, above the Staszica Housing Estate, west of Kościuszki Street (which forms part of provincial road no. 297 connecting Bolesławiec with the A4 motorway). To the southeast, the area also borders the wastewater treatment plant located on Graniczna Street.

The area is currently almost entirely undeveloped and has an open, unutilized character. A sizeable body of water is located in the central-western part of the area (a remnant of a former gravel pit—the “Wizów” gravel quarry). Forested and wooded areas occur in the central and northeastern parts of the area (on the edges of the body of water and along Kościuszki Street). Individual strips of woodland are also located at the southeastern edge of the area (in the vicinity of Topolowa Street).

Due to its convenient location (adjacent to Kościuszki Street, which forms part of provincial road no. 297 and connects Bolesławiec with the A4 motorway, and just 2 km from the centre of Bolesławiec), as well as its ownership structure (the area is predominantly owned by the Bolesławiec Municipal Commune), the site is an optimal and attractive location for a multifunctional shopping and entertainment centre. The body of water and its immediate surroundings could also be used for leisure, recreation, tourism and sport.
