Since Wednesday (12 September), a dispute had been ongoing between the road administrator, namely the Dolnośląska Służba Dróg i Kolei, and the fire service. The dispute concerned who should remove the patches of petroleum-based substance that had leaked onto the road from an unknown source. The slippery substance was spread across the Bolesławiec-Dobra road along a section of approximately 3 km. The worst-affected part was from the intersection of Widok and Cermiczna streets to the city limits.

On Wednesday evening, the road was closed to traffic. Drivers had to use a detour through Osiedle Kwiatowe. During the night, road services put up warning signs indicating a slippery road and a speed limit of 20 km/h. The spills were not removed. Traffic on the road was partially restored. Only the lane from Bolesławiec toward Dobra remained closed. On Thursday morning, at the location where the warning signs had been placed, a minor collision involving three cars occurred. Fortunately, no one was hurt.

The spills were ultimately removed by firefighters from Bolesławiec on Thursday, 13 September. The order was issued by the provincial commander of the PSP. Traffic on the Bolesławiec-Dobra route was fully restored at 1:30 p.m.

However, the dispute over who should respond in such situations has not been resolved. The fire service maintains that removing this type of road contamination, which did not arise, among other things, as a result of a collision or road accident, is the responsibility of the road administrator. The administrator holds the opposite view.
