After three years of negotiations, a compromise was reached under which the Municipality of Bolesławiec transfers plots on Tysiąclecia and Gałczyńskiego streets to ST Projekt, while ST Projekt transfers the right of perpetual usufruct of the site at Popiełuszko Square in return. The documents concerning the exchange of the plots were signed by Mayor Piotr Roman and ST Projekt President Stanisław Wacław. The legal settlement of the property exchange will enable ST Projekt to begin the investment that has been planned for a long time. Construction of a Tesco supermarket is scheduled to begin as early as June on the site of the former MPK depot.
The development of the green area in the city center had long been a source of controversy. As early as 2001, Bolesławiec merchants and residents of the streets adjoining the square opposed the planned construction of a shopping and service center.
The development of the block bounded by Asnyka, Łukasiewicza, Karola Miarki and Bielska streets soon became a citywide issue. Therefore, Polska Unia Gospodarcza arranged a referendum on the matter. The referendum question concerned approval for designating the green area for the construction of a shopping and service center. Although 85% of voters opposed the construction of the commercial complex, the referendum was invalid because of insufficient turnout. In March 2002, the disputed land was acquired under perpetual usufruct by ST Projekt.
