35. Economic Forum in Karpacz – a real-life example
For Dolnośląski Park Innowacji i Nauki S.A., the Economic Forum in Karpacz provided an opportunity to demonstrate, through a real-life example, how preferential loans can improve the energy efficiency of public buildings.
Financial support from Dolnośląski Park Innowacji i Nauki (DPIN S.A.) went to two Lower Silesian medical facilities: Zespół Opieki Zdrowotnej in Bolesławiec (PLN 12 783 705.00) and Wielospecjalistyczny Szpital – SPZOZ in Zgorzelec (PLN 15 000 000.00).
Savings for hospitals, comfort for patients
The funds will be used for comprehensive modernisation, replacement of window joinery with new windows, and wall insulation. The investments, which are currently at the design and permit acquisition stage, are scheduled for completion by 30 June 2027.
This is a real change. The modernisation will produce visible environmental and aesthetic benefits, increase the energy efficiency of the facilities by 40%, and generate annual savings on thermal energy of approximately PLN 4 million for both hospitals combined.
A loan on excellent terms – who can apply?
The initiative was created to finance comprehensive energy modernisation of buildings and street lighting. The loan offered by DPIN stands out for its exceptionally attractive terms: a fixed interest rate of 1%, partial remission (a grant toward repayment of the principal) of up to 40%, a repayment period of up to 20 years, no requirement for an own contribution, and no fees or commissions.
The following may apply for the funds:
- Local government units (JST), their companies, organisational units and associations,
- Housing communities and co-operatives, TBS and SIM,
- Non-governmental organisations (NGOs) conducting public-benefit activities,
- Managers of multi-family residential buildings and ESCO companies.
The financing comes from the Trust Fund under the European Funds for Lower Silesia 2021–2027 programme (Measure FEDS.02.03 – Financial instruments for energy efficiency), based on an operational agreement concluded with Bank Gospodarstwa Krajowego (BGK).
