The Lower Silesian Voivode has taken up the case of Katarzyna Rola, a councillor on the Bolesławiec City Council. It concerns her connection with the Via Sudetica association, which entered into an agreement with the Bolesławiec Cultural Centre – International Ceramics Centre.
The case concerns an agreement dated 5 August 2025. BOK-MCC entered into it with the Bolesławiec Centre for Local Initiatives Via Sudetica. Its subject was the preparation and performance of the concert “Tomek Wachnowski – I Remember Bolesławiec” during the 31st Bolesławiec Ceramics Festival. The concert was to take place on 16 August 2025 on the stage in the Market Square. The remuneration was set at PLN 7,500 gross.
The agreement states that the contracting party was the Bolesławiec Cultural Centre – International Ceramics Centre, while the contractor was Via Sudetica. At the same time, it was agreed that the remuneration would be paid by the Culture and Arts Centre in Wrocław. The invoice was to be issued to that institution.
What is significant in the case is that Katarzyna Rola, a councillor on the Bolesławiec City Council, sits on the board of Via Sudetica. The association is registered in the National Court Register, including in the register of entrepreneurs.
The doubts concern whether this situation could have resulted in a breach of Article 24f(1) of the Act on Municipal Self-Government. This provision prohibits councillors from conducting business activity using the municipal property of the municipality in which they obtained their mandate. The prohibition also covers managing such activity.
The agreement also states that BOK-MCC undertook to provide, among other things, professional sound equipment, a sound engineer, a stage, lighting and safety for the artists. The centre was also to cover ZAIKS costs.
The Lower Silesian Voivode said that, as part of the supervisory proceedings, he had asked the Bolesławiec City Council to conduct an explanatory investigation. The purpose is to determine whether councillor Katarzyna Rola may have breached the prohibition set out in Article 24f(1) of the Act on Municipal Self-Government.
The letter concerning the case was sent to the Bolesławiec City Council on 16 July 2026. The voivode wants the council to inform the supervisory authority of the investigation’s findings.
Katarzyna Rola confirmed that she was aware of the case being examined in connection with the agreement concerning the concert during the Bolesławiec Ceramics Festival. She said that the city had asked her to provide explanations and that she had answered all the questions on time.
The councillor stated that, in her view, everything was in order and that the problem resulted solely from an outdated entry in the National Court Register. As she explained, after taking office she was supposed to resign from her position in the association and submit all the required documents. According to her, this happened very quickly—after two or three days, before she was sworn in or around the time she assumed her mandate.
Rola claims that the current entry in the National Court Register does not reflect the actual situation because the change was reportedly submitted approximately two and a half years ago but has not yet been disclosed in the register. She added that a reminder had been sent to the National Court Register.
The councillor also stressed that she had not received any remuneration for the performance. As she said, she has been singing “here and there” for free for years, is not permanently associated with any band, and in this case was supposedly invited by the instrumental ensemble to “add colour” to the performance.
Katarzyna Rola did not want to make a broader official statement to the press, explaining that she had not yet received an official inquiry from the voivode and did not know what stage the proceedings were at. In her view, the case comes down solely to a delay in updating the data in the National Court Register.
