The free assistance system operates throughout the county and is intended for people who are unable to bear the costs of paid legal assistance. The advice is available, among others, to seniors, people with disabilities, people in difficult life situations, those experiencing violence, struggling with debt or raising children alone. Eligible individuals also include entrepreneurs running sole proprietorships who have not employed any staff during the past year, as well as people reporting breaches of the law in accordance with whistleblower protection regulations. The free assistance system operates under the Act on Free Legal Aid, Free Civic Advice and Legal Education.

Free legal aid is not limited to providing advice. Specialists explain applicable regulations, identify possible solutions to problems, help prepare the necessary documents and provide information about people's rights and obligations. Assistance covers, among other things, family, civil, criminal, employment, administrative and tax matters, social insurance issues and starting a business. Residents can also use free civic advice and mediation, which helps resolve many disputes amicably, without the need for lengthy court proceedings.

Four points providing free assistance operate in Bolesławiec County—two in Bolesławiec and one each in Nowogrodziec and Warta Bolesławiecka. All of them are adapted to the needs of people with disabilities.
