During the July session of the Bolesławiec County Council, a decision will be made on launching a local education support programme entitled “Powiatowy Program Wyrównywania Szans Edukacyjnych – BILET”. If the councillors adopt the resolution, students at public post-primary schools will be able to use monthly tickets funded by the county from 1 September 2026.
The programme will run until 30 June 2027 and provide students with personalised monthly tickets for public transport. The solution is intended to make daily travel to schools and extracurricular activities easier while reducing the costs incurred by families.
The county wants to equalise educational opportunities
As stated in the justification for the draft resolution, the main aim of the programme is to eliminate transport barriers that make access to education difficult for many students. The local authority also emphasises that the initiative is intended to encourage primary-school graduates—from Bolesławiec County as well as from outside its borders—to choose public post-primary schools operating in Bolesławiec.
The programme will be implemented on a cashless basis. Students will receive personalised monthly tickets, and their purchase will be funded by Bolesławiec County through the operator providing transport services as part of public collective transport.
PLN 1.7 million has been allocated to the programme
Implementation of the programme will involve significant expenditure from the county budget. The draft resolution states that:
- PLN 700,000 has been earmarked to fund tickets from September to December 2026,
- and a further PLN 1 million is planned for January to June 2027.
In total, the local authority intends to allocate PLN 1.7 million for implementation of the programme.
A response to students’ needs
We reported on plans to introduce free transport in June. At the time, Bolesławiec starosta Tomasz Gabrysiak emphasised that the idea emerged after meetings with young people, who pointed to the high cost of daily travel to school.
The local authority also indicated that the project is significant not only socially but also strategically. In view of the decline in the number of students, free transport is intended to increase the appeal of schools run by Bolesławiec County and help maintain their current educational offering.
Decision on 23 July
The final decision rests with the Bolesławiec County councillors. The vote on the draft resolution will take place during a session scheduled for Thursday, 23 July. If the resolution is adopted, the “Powiatowy Program Wyrównywania Szans Edukacyjnych – BILET” programme will take effect from 1 September 2026, and students will be able to use county-funded monthly tickets throughout the 2026/2027 school year.
