As of July 8 until August 9, 2026, members of the public may not visit the Shelter for Homeless Small Animals in Przylasek. This follows from Order No. 4/2026 signed by Szymon Surmacz, chairman of the Board of the “Kwisa” Municipalities Association.

One-month visitor ban

The published order states that the possibility of visiting the shelter by members of the public is suspended for one month. The document clearly notes that during the period covered by the order, unauthorized persons may not remain on the shelter premises.

The ban does not apply to employees, veterinarians, services carrying out inspections, or persons providing services to the facility. In justified cases, permission to enter may be granted by the chairman of the Board of the “Kwisa” Municipalities Association or a person authorized by him.

Official justification

The order identifies temporary staff shortages as the reason. According to the document, the restriction is intended to ensure proper care for the animals, maintain the shelter’s continuity of operation, and ensure the safety of people and animals.

However, no details were provided regarding the scale of the staff shortages or how many employees are currently carrying out their duties at the shelter.

Questions arise

After the order was published, questions began to arise concerning the circumstances of its issuance. We have received reports that the decision to close the shelter was announced earlier during a meeting and was not solely a consequence of staffing problems, but rather a punishment for volunteers for publicizing problems at the shelter.

We asked the Kwisa Municipalities Association about the matter. We are awaiting a response.
