One of the items on the agenda of the June session of the Bolesławiec County Council was a vote on a draft resolution concerning financial assistance for municipalities in Bolesławiec County. Before that, Starosta of Bolesławiec County Tomasz Gabrysiak spoke:
As the executive board, we agreed with the mayors, the mayoress and the city president that this year we wanted to support selected events organized by our municipal governments. All the more so because, as you also know, the municipal governments support us with investment spending, mainly on roads. They support us in maintaining public-service bus routes, and this cooperation has been taking place for years. I will also not hide the fact that our financial situation has improved somewhat, because both I and my deputy, Mr. Patryk Hałka, concluded several transactions on behalf of the State Treasury that gave us somewhat greater decision-making flexibility.
He added:
Initially, we wanted to organize a county harvest festival, as is done in many counties. But this is an initiative held in only one municipality each year, and we wanted the county element to be present during all the most important social events throughout our county. In line with these arrangements, all the heads of the local governments submitted applications to the County Executive Board concerning funding for celebrations or events they had selected.
How was the money divided?
The starosta explained: – We established a fairly clear criterion: population.
He concluded: – I think this is a positive sign in our relations with our municipal governments. These relations have been good for years, and I think it would be good to maintain this atmosphere in our county.

Financial assistance in the form of a targeted grant is hereby provided to the following municipalities in Bolesławiec County:
- The Municipality of Bolesławiec, in the amount of PLN 60,000.00 (in words: sixty thousand zlotys 00/100), intended for the organization of the 32nd Ceramic Festival in Bolesławiec;
- The Municipality of Bolesławiec, in the amount of PLN 25,000.00 (in words: twenty-five thousand zlotys 00/100), intended for the organization of the Municipal Harvest Festival in 2026;
- The Municipality of Gromadka, in the amount of PLN 8,000.00 (in words: eight thousand zlotys 00/100), intended for the organization of the Municipal Harvest Festival in 2026;
- The Municipality of Nowogrodziec, in the amount of PLN 24,000.00 (in words: twenty-four thousand zlotys 00/100), intended for the organization of the Municipal Harvest Festival in 2026;
- The Municipality of Osiecznica, in the amount of PLN 12,000.00 (in words: twelve thousand zlotys 00/100), intended for the organization of the Municipal Harvest Festival in 2026;
- The Municipality of Warta Bolesławiecka, in the amount of PLN 14,000.00 (in words: fourteen thousand zlotys 00/100), intended for the organization of the Municipal Harvest Festival in 2026.
The justification also emphasized:
Pursuant to Article 216(2)(5) of the Public Finance Act of 27 August 2009, the County’s budget expenditure may be allocated to financial assistance for other local government units, as determined by a separate resolution of the decision-making body of the local government unit.
