As istotne.pl was told by Mirosław Haniszewski, head of Warta Bolesławiecka Municipality:

In accordance with the applicable legal regulations, we inform you that the person directly responsible for contaminating the road is the perpetrator of the incident. However, the issue of contamination of bus shelters has not previously been raised by residents or councillors.

What has been done?

Municipal head:

In connection with reports from residents and councillors concerning the problems occurring, the Municipal Head of Warta Bolesławiecka held firm discussions with the management of Kopalnia Podgrodzie Sp. z o.o. As a result of this pressure, the plant undertook to implement a corrective programme. The programme provides for: replacing the asphalt surface on the section between the car wash and the municipal road, purchasing and installing a more efficient car wash, draining the loading yard, constructing a water drainage system around the car wash, regularly sweeping the road wet, and more frequent operation of the sweeper when contamination is increased.

The municipal head stresses:

We continuously monitor the stage of implementation of the individual points of the corrective programme. For this purpose, an on-site inspection with representatives of the mine has been scheduled for the end of March this year.

Is there a chance that these places will be cleaned regularly?

Municipal head:

As every year, bus stops are cleaned according to a schedule. In the autumn and winter season, this takes place once a week, while in the spring and summer season, twice a week. However, we would like to point out that the established schedule does not limit our actions in exceptional situations. If additional, sudden contamination occurs, we naturally try to respond on an ongoing basis and undertake additional cleaning activities. However, maintenance of the county road is the responsibility of its administrator.

And concludes:

Regarding road contamination, the Municipality and the Municipal Head do not have the legal tools to impose fines or tickets. This falls within the competence of the police. Nevertheless, (...) we continuously monitor the situation and take all available steps to minimise inconvenience for residents. We would like to emphasise that, as a result of direct actions and interventions by the Municipal Head of Warta Bolesławiecka, the Bolesławiec County Roads Authority accelerated the process of sweeping the road following winter maintenance (on 25 and 26 March this year, the county road in the village of Raciborowice Dolne was swept). These activities were treated as a priority because of the heavy volume of both truck and agricultural traffic on this section, which contributed to the excessive accumulation of contaminants.

We remain in constant contact with the road administrator to ensure the safety and proper technical condition of transport routes in our municipality.


Let us recall. A few days ago, we reported that a Reader had called us and informed us about the problem of dirty bus stops in Raciborowice: “from the centre to Dolne”:

A lot of sand and cement dust has accumulated.

The result? Bus drivers have to clean their vehicles after every trip because people—whether they want to or not—bring it aboard on their shoes. And when several people get on, it is already a disaster.

Another Reader told us that the situation is worst on rainy days:

One time, it was all carried as far as the intersection in Iwiny.
