During an official visit to Dnipropetrovsk Oblast, Marshal Paweł Gancarz met with the authorities of the Dnipropetrovsk Regional Council, the Regional Military Administration and the Dnipropetrovsk Chamber of Commerce and Industry.
The programme also included meetings with the rectors of leading universities and representatives of key businesses. In Dnipro, the marshal also visited hospitals that had received support from Lower Silesia. The visit also included participation in a ceremony commemorating the fourth anniversary of the outbreak of the war.
Economic Centre – support for Ukraine
The key objective of the visit was to open the Lower Silesian–Dnipropetrovsk Economic Centre in Dnipro. This is another stage in the strategy of support for Ukraine consistently implemented by the Lower Silesian Voivodeship Government – from humanitarian aid to real economic projects. The founding documents of the Economic Centre were signed during last year’s Economic Forum in Karpacz, symbolically confirming the long-term nature of the cooperation.
Lower Silesia has been cooperating with Dnipropetrovsk Oblast for more than twenty years and has actively supported its partner region by providing humanitarian aid since the beginning of Russian aggression. In recent days, the voivodeship government, in cooperation with the City of Wrocław, the Airport and Lower Silesian Railways, transferred eight 80 kW power generators to the Ukrainian side. They will support the operation of critical infrastructure, including hospitals and medical facilities.
– Lower Silesia is building lasting economic bridges. From the first days of the war, we have been present, initially with humanitarian aid for our partner region in Ukraine; today, we are also active with a concrete offer of economic cooperation. For us, solidarity means action, not declarations – emphasises Paweł Gancarz, Marshal of the Lower Silesian Voivodeship.
A bridge for cooperation
The opening of the Economic Centre is the third stage in building lasting economic relations between Lower Silesia and Ukraine. The first involved training for Lower Silesian businesses on participation in international tenders related to Ukraine’s reconstruction. The second was the organisation of the Ukraine Reconstruction Forum in March 2025 in Wrocław, attended by several dozen decision-makers from Kirovohrad and Dnipropetrovsk oblasts and the cities of Kyiv and Lviv, as well as the participation of the Ukrainian side in the DolmedTech medical conference organised in our region.
The Lower Silesian–Dnipropetrovsk Economic Centre is to serve as a permanent “bridge for cooperation” for businesses. Its objective is to support future investments by Lower Silesian companies in Dnipropetrovsk Oblast and investments by Ukrainian businesses in Lower Silesia, as well as the participation of regional SMEs in infrastructure, construction and energy projects connected with the reconstruction of Ukraine.
An expression of courage and solidarity with Ukraine
The project, created on the initiative of the Marshal of the Lower Silesian Voivodeship, is being carried out in cooperation with the Lower Silesian Agency for Economic Cooperation, the City of Wrocław and the Polish Investment and Trade Agency, further strengthening its international potential.
– This Centre is a concrete tool for our businesses. We are building lasting economic bridges and already clearing the way for Lower Silesian companies to participate in Ukraine’s reconstruction. We want to be one of the first regions present in this historic process, for the benefit of businesses from Lower Silesia – emphasised Paweł Gancarz, Marshal of the Lower Silesian Voivodeship.
Thanks to the determination of the voivodeship government, Lower Silesia is strengthening its position as a leader in interregional and cross-border cooperation. The Lower Silesian–Dnipropetrovsk Economic Centre expresses courage, consistency and strategic thinking about the future, both in terms of solidarity with Ukraine and the economic development of Lower Silesia.
