Ladies and Gentlemen, Dear Local Government Officials

The health of Lower Silesia’s residents remains one of the most important priorities of the Self-Government of the Lower Silesian Voivodeship. For this reason, responding to real health threats, we are launching another important preventive healthcare programme entitled “Health Policy Programme for the Prevention of Human Papillomavirus (HPV) Infections among Residents of the Lower Silesian Voivodeship for 2025–2027”.

Vaccination is an effective and safe form of protection, recommended by doctors and health organisations around the world. That is why Lower Silesia is taking action to genuinely reduce the risk of illness in the future.

The programme is addressed to two main target groups. First, young people aged 15–25, who will receive free vaccination against HPV. Each vaccination will be accompanied by a medical qualification examination and an information package on infection prevention.

The programme is also addressed to parents of children aged 9–18, healthcare workers and a broad group of residents of our voivodeship. For this group, we have prepared educational activities including lectures, training sessions and printed and digital materials (leaflets, posters and infographics), aimed at disseminating knowledge about HPV, routes of infection and ways of preventing cancer.

We are implementing this programme together with our experienced partner, Cogito Med, responsible for organising vaccinations, educational activities and contact with educational and medical facilities.

I kindly ask you to support our initiative, in particular by publishing information about the programme on the websites and social media of your offices, distributing information materials to schools, educational facilities and local institutions, and encouraging residents to participate in the vaccinations.

I believe that, thanks to your involvement, the programme will reach the widest possible audience, and Lower Silesia will become a region that effectively counteracts HPV-related cancers. Let us work together for the health of our residents.

Yours sincerely,

Paweł Gancarz Marshal of the Lower Silesian Voivodeship

Lower Silesian programme

HPV is one of the most common viral infections in the world. In most cases, it is asymptomatic; however, chronic infection can lead to the development of precancerous lesions and malignant cancers, including cervical, throat and anal cancer. These diseases affect both women and men.

HPV vaccinations are an effective and safe method of prevention. Studies conducted worldwide for nearly twenty years confirm their high effectiveness in preventing infections and reducing the number of cancers caused by this virus. Any adverse vaccination reactions are rare and are usually mild.

The programme in Lower Silesia includes not only vaccinations but also educational activities aimed at parents and guardians of children aged 9–18, medical staff and the general public. The aim is to increase knowledge about HPV prevention, screening tests, the importance of early diagnosis and responsible health behaviour.

The vaccination provider is Cogito Med, a nationwide provider of health policy programmes and preventive activities. The programme is financed by the Self-Government of the Lower Silesian Voivodeship.
