As reported by the Wrocław branch of GDDKiA:

We already have the first environmental decision for the expansion of the A4 Krzyżowa–Legnica section. The Regional Director for Environmental Protection in Wrocław has issued a decision establishing the environmental conditions for the first A4 motorway section planned for expansion, between the Krzyżowa and Krzywa interchanges. We plan to obtain the second environmental decision in the first quarter of 2026.

The road authority elaborates:

In October 2023, we submitted two applications for environmental decisions (DŚU) for the expansion of an approximately 35-kilometre section of the A4 motorway from Krzyżowa to Legnica. The route expansion has been divided into two projects: the first, approximately 14 km long, begins after the Krzyżowa interchange and ends after the Krzywa interchange, while the second, approximately 21 km long, begins after the Krzywa interchange and ends before the Legnica Południe interchange.

What will be done?

The existing dual-carriageway motorway, with two traffic lanes and no emergency lane, will be replaced with a new one featuring three traffic lanes and an emergency lane. General Directorate for National Roads and Motorways: – We will begin expanding the A4 by building a new carriageway that will run alternately—north and south—of the current A4 route.

Traffic will then be transferred to the new carriageway, but before that, the road interchanges will be reconstructed and new engineering structures will be built. The road authority:

We will then demolish the old pavement and build a second, new carriageway. The expansion takes local conditions into account and provides for moving the road away from the residential development of Krzyżowa and Szczytnica.

Ultimately, the A4 between Krzyżowa and Legnica will be reconstructed to meet all road traffic safety requirements. The project is planned to be carried out under the Design and Build formula in 2027–2029.
