On 31 October, children set off a firecracker in the elevator of a building on Bielska Street. The explosion and smell of gunpowder alarmed residents, who reported smoke in the stairwell and called the fire service. The fire service describes the incident and provides the exact time of the intervention.

With reference to the inquiry concerning the actions of the Fire Service on Bielska Street on 31 October, I inform you that a report of visible smoke, probably originating from firecrackers, was received by the Operations Centre of the County Headquarters of the State Fire Service in Bolesławiec at 22:06 via the Emergency Notification Centre.

At 22:08, an officer from the County Headquarters of the State Fire Service in Bolesławiec was dispatched to the incident and arrived at the scene at 22:14. At the same time, at 22:06, a crew from a Volunteer Fire Service unit was dispatched and arrived at 22:22.

At the time of the report, all State Fire Service crews were conducting parallel rescue operations in Wykroty. Therefore, an available State Fire Service officer who was at the County Headquarters was sent to Bielska Street to make an initial assessment of the situation. The remaining State Fire Service rescue forces were redeployed from Wykroty; however, their travel time and the distance they had to cover were considerable. After the assessment, no danger was found—the incident was classified as a minor incident involving the activation of smoke candles in the elevator shaft. The building was checked using the available measuring equipment; no danger was found there either. The police and the building manager were also present at the scene. The operations concluded at 23:07.
