The reconstruction of approximately 45 kilometres of railway line No. 283, connecting Zebrzydowa with Żagań, will cost more than originally expected. PKP PLK has signed an annex increasing the value of the contract by over PLN 50 million. As reported by “Rynek Kolejowy”, the additional costs will amount to exactly PLN 50 million 119 thousand, raising the total value of the project to approximately PLN 430 million. The change results, among other things, from an expanded scope of work, the need for additional work on tracks, engineering structures and traffic control systems, as well as updates to documentation and certification procedures.

The line is of key importance to the military, as it enables the efficient transport of equipment and soldiers between units in the region. For this reason, the Ministry of National Defence is the project's main source of funding. And it is precisely the investment's military nature that largely determines why residents of Lower Silesia and Lubuskie should not expect daily passenger trains.

The local authorities of both voivodeships and the Ministry of Infrastructure do not plan to launch regular services. Once modernisation is complete, the section will continue to be used primarily for military and freight transport.

This does not mean, however, that the line will be completely closed to travellers. Both regions have indicated the possibility of organising individual tourist services. Events of this kind—known, for example, from reopened sections of local railway lines—often attract considerable interest from railway enthusiasts and local residents.

Thus, although the investment is consuming substantial public funds, its day-to-day operation will not improve residents' mobility. For local communities, this is a sign that modernising railway infrastructure does not always mean expanding transport services—sometimes it is primarily strategic in nature.
