The ranking traditionally shows which cities, municipalities, counties and provinces invest the most in development and infrastructure. The authors of the ranking emphasize that the methodology has remained unchanged for years—the analysis covered the total value of capital expenditure incurred over the last three years. As a result, the ranking reflects local governments’ actual commitment to investment, eliminating temporary fluctuations resulting from the cyclical nature of implemented projects. As the creators of the ranking note, capital expenditure includes not only investments themselves, but also the capitalization of companies implementing key infrastructure projects.
