As we read on the UM Nowogrodziec website:
20 August 2025 the College of the Regional Chamber of Audit in Wrocław, by Resolution No. 47/2025, declared invalid the decision of the Municipal Council in Nowogrodziec, which in June refused to grant the mayor a discharge for the execution of the 2024 budget.
The vote took place on 13 June 2025. Of the 14 councillors present, 5 voted “for,” 8 “against,” and 1 abstained. As a result, the discharge was not granted.
The office notes:
RIO nevertheless found that the council had not properly assessed budget execution. It emphasized that, despite earlier positive opinions from both the Regional Chamber of Audit and the Audit Committee, no substantive discussion was held during the session. No comments concerning the implementation of revenues and expenditures were submitted, nor were any specific irregularities identified.
It also adds:
The Chamber pointed out that a discharge and a vote of confidence are two separate legal institutions. Allegations concerning the mayor’s overall activities cannot constitute grounds for refusing to approve budget execution.
The justification referred to provisions of the Act on Municipal Self-Government, which require the council to reliably examine the financial report and address the execution of the entire financial plan.
What does this mean for the local government?
