The city budget has a significant impact on many areas of public life, including education, infrastructure, health programs, safety, environmental protection, culture and recreation, and social support for people in need. The city budget shapes not only infrastructure development, but also residents’ quality of life, culture and safety.
Following detailed analyses and lively discussion, the councillors unanimously adopted the resolution, laying the foundation for the city’s further development.
The 2025 budget draft provides for revenue of PLN 350,263,384.82 and expenditure of PLN 355,604,327.55.
The largest part of the budget is allocated to education. Total planned education expenditure amounts to PLN 97,775,286, including PLN 6,220,011 for investment tasks. Under the new rules resulting from the Act of October 1, 2024 on the revenues of local government units, the so-called “educational needs” for 2025, calculated on the basis of data from the Education Information System, amount to PLN 62,217,436.
PLN 40,366,283 has been earmarked for expenditure on preschools:
- PLN 22,665,979 for 7 preschools (947 children) operated by the Municipality of Bolesławiec, including PLN 730,000 for investment tasks;
- PLN 15,148,663 for grants for 9 private preschools (905 children);
- PLN 242,050 for inter-municipal settlements (28 children);
- PLN 2,309,591 for other expenditure (teacher training, health assistance, property insurance, professional advancement, and the EU project “Developing key competences and supporting the development of children attending 7 municipal public preschools in Bolesławiec,” including PLN 400,000 for an investment task under the project).
PLN 57,409,003 has been earmarked for expenditure on primary schools:
- PLN 46,706,957 for 5 primary schools (2,682 pupils) operated by the Municipality of Bolesławiec, including PLN 5,090,011 for investment tasks;
- PLN 10,295,796 for grants for5 private schools (670 pupils);
- PLN 406,250 for other expenditure (teacher training, awards from the Mayor, health assistance, student transport, property insurance and teachers’ professional advancement).
Financial resources transferred from the Bolesławiec city budget as grants for private schools and preschools amount to PLN 25,686,509:
- PLN 15,148,663 for grants for 9 private preschools (905 children);
- PLN 10,295,796 for grants for 5 private primary schools (670 pupils);
- PLN 242,050 for inter-municipal settlements (28 children).
An important part of the budget consists of renovations and investments planned for 2025. The investment tasks include:
- Development of the OWS site at 24 Spacerowa Street - planned allocation: PLN 22,697,438. The task is ongoing. Completion of construction works for Stage I, carried out under an agreement concluded in 2022 using the “design and build” formula, is planned, particularly the recreational outdoor pool complex with social and technical facilities. Stage II is planned as a comprehensive expansion of the Water and Sports Centre with a water-slide complex and sports facilities, including sports fields and the necessary ancillary buildings, together with the preparation of complete design documentation. The project aims to create an attractive and functional family recreation complex as a complement to and extension of the functions of the MOSiR area. Both stages received funding under the Government Polish Deal Fund: Strategic Investment Programme.
- Modernization and expansion of the municipal stadium - planned allocation: PLN 3,115,000. The task is ongoing. In 2025, Stage II of the stadium construction, concerning the stands and warm-up track, will be completed; athletics equipment will be purchased and a deep well will be constructed. Stage I included: a 400 m circular athletics track (6 circular lanes and 8 straight lanes); two high-jump areas; two double-lane long-jump and triple-jump areas; a two-sided pole-vault area; two javelin-throw areas; discus- and hammer-throw areas; two shot-put areas; and a water jump for steeplechase events. Inside the track, a natural-grass field measuring 64 x 100 m was created. Technical installations for hosting athletics competitions were installed in the field.
- Reconstruction of Wańkowicza Street - planned allocation: PLN 600,000. The task is ongoing. Design documentation was prepared in 2024. The task concerns reconstruction of the internal road on Wańkowicza Street, connecting Gałczyńskiego Street with Jana Pawła II Street, over a length of 175 m, including demolition of existing road elements (concrete-slab surfaces) and construction of drainage, the roadway, parking spaces and a sidewalk, as well as implementation of permanent traffic organization.
- Construction of municipal roads – connecting residential and service areas in Bolesławiec. The task is ongoing. Planned allocation: PLN 9,000,000
-Gen. Tadeusz Rozwadowski Street. The task includes construction of a road with a basic width of 5.0 m and an asphalt surface, together with a curbside gutter and a pedestrian and cycle path; pedestrian crossings with bicycle crossings; a standard intersection with the county road, Bronisław Kosiba Street; a retention tank and stormwater sewerage network; street lighting; a technological duct and water and sanitary sewer connections; slope profiling; and individual driveways to developed plots.
-Gen. Józef Haller Street. The task is being carried out under the design-and-build formula. Target condition: a 5-to-15 m-wide roadway (including a vehicle turnaround area) with an asphalt surface and driveways, and paved-block access paths to properties. The approximate road section length is 296 m (including the intersection with Kresów II RP Street), plus a 102 m spur. Surface drainage with in-road inlets and a stormwater sewerage network, road lighting with LED fixtures, and water and sewer connections to each plot beyond the paved road strip (roadway, sidewalk, pedestrian and cycle path).
-Sokola Street. The task is being carried out under the design-and-build formula. Target condition: Sokola Street together with the section connecting it to Miłorzębowa Street, a 6 m-wide road and an approximate road-section length of 830 m. The road and driveways will have asphalt surfaces, together with a pedestrian and cycle path and concrete-paved access paths to properties. A paved curbside gutter, surface drainage with in-road inlets and a sewerage network, LED street lighting, and water and sewer connections to each plot beyond the paved road strip (roadway, sidewalk, pedestrian and cycle path).
-Reconstruction of Romuald Traugutt Street - planned allocation: PLN 1,500,000. The task is ongoing. It includes demolition of sidewalks and curbs, milling of the existing asphalt surface, excavating parking areas, constructing a crushed-stone sub-base, laying curbs, constructing parking areas from openwork slabs, constructing concrete-paved sidewalks, and laying binder and wearing courses on the roadway.
-Construction of the side road off Gen. Franciszek Kleeberg Street - planned allocation: PLN 760,000. The task is ongoing. It concerns construction of a road approximately 130 m long. The scope includes construction of a roadway, sidewalk and driveways to properties using asphalt mix, as well as street lighting and a stormwater sewerage network.
Reconstruction of Orla Street – side section. Planned allocation: PLN 950,000. The task is ongoing. Construction of the municipal road on Orla Street with an asphalt surface and a 5.00 m-wide roadway. The task includes construction of the roadway, driveways, parking areas made of openwork slabs (14 parking spaces), green areas, reinforced slopes, street-lighting elements (5 street lamps), roadway drainage and implementation of permanent traffic organization.
-Reconstruction of internal roads between Gdańska Street and Warszawska Street. Planned allocation: PLN 2,400,000. The task is ongoing. It includes construction of three internal roads and an access road to garages using concrete paving blocks, with a total length of approximately 469 m; parking spaces; pedestrian sidewalks and access paths to buildings; redevelopment of the rear area at 58–66 Gdańska Street together with a playground; drainage of the road strip through construction of a stormwater sewerage system with inlets, sewage manholes and retention tanks; and road lighting with LED fixtures.
-Reconstruction of the road on Widok Street (side section off the tunnel). Planned allocation: PLN 1,200,000. The task is ongoing. It includes construction of a road approximately 212 m long. The plan provides for an asphalt roadway bordered by a curb with a curbside gutter, and surfacing of individual driveways and access paths to private properties. Stormwater inlets connected to the existing sewerage system will be installed, together with a pedestrian and cycle path with a black asphalt surface.
-Reconstruction of Akacjowa Street - planned allocation: PLN 800,000. Design documentation will be prepared for the task and the scope of works will be determined.
-Modernization of the roadway on Gałczyńskiego Street - planned allocation: PLN 100,000. Design documentation will be prepared for the task and the scope of works will be determined.
-Zero-emission public transport – continuation of the electrification of the municipal public transport fleet in the Municipality of Bolesławiec. Task value: PLN 13,901,000. The task includes purchasing 5 zero-emission buses powered exclusively by electric motors, together with supporting infrastructure consisting of 2 charging points. The project is funded by a grant under the National Recovery and Resilience Plan. The program aims to avoid air-pollutant emissions by supporting projects that reduce the use of high-emission fuels in transport. Planned delivery: Q4 2025.
-Preparation of design documentation for the reconstruction of the bridge over the Bóbr River on Gdańska Street - planned allocation: PLN 110,700.
-Improving the energy efficiency of Primary School No. 4 on Bielska Street - planned allocation: PLN 2,422,222. The task is ongoing. It concerns comprehensive modernization of Primary School No. 4 on Bielska Street in Bolesławiec. The project includes installing photovoltaic panels; replacing internal central-heating systems, including radiators, and installing thermostatic valves to regulate the temperature in the school and the domestic hot-water system; replacing lighting fixtures with LED fixtures; replacing the electrical system; renovating 3 ground-floor bathrooms; and painting school rooms.
-Primary School No. 4 in Bolesławiec – a barrier-free school. Planned allocation: PLN 135,789.25. The task is ongoing. It concerns the delivery and installation at Primary School No. 4 on Bielska Street of, among other things, doors with door-handle overlays displaying room numbers in Braille, a tactile map and information panels. The task is carried out with support from the State Fund for the Rehabilitation of Disabled Persons under the Program for Equalizing Differences between Regions III.
-Adaptation of part of the Municipal Public Preschool No. 5 building at 16b Zygmunta Augusta Street to create 32 childcare places for children under 3 – Public Nursery No. 1 in Bolesławiec. Planned allocation: PLN 2,788,419.08. The task is ongoing. Its scope includes construction works involving joinery and the roof; demolition of internal partition walls; installation of window and door joinery; water, electrical and sewerage installations; and finishing works in the adapted rooms.
-Adaptation of Municipal Public Preschool No. 4 (Sądowa Street) to fire-safety regulations. Planned allocation: PLN 440,000. The task concerns construction works to bring Municipal Public Preschool No. 4 at 9 Sądowa Street in Bolesławiec into compliance with fire-safety regulations. Planned works include, among other things, widening entrances, installing new doors, installing smoke vents in the roof, fire-sealing service penetrations through walls enclosing the stairwell, creating fire zones, securing the stairs to the basement, sanding floors, securing and varnishing them, equipping the building with an above-standard quantity of extinguishing agent in fire extinguishers, and correcting non-compliance with technical and construction regulations concerning the electrical system.
-Construction of water and sewerage networks in the Przylesie Estate. Planned allocation: PLN 859,000. The task is ongoing. Construction of water and sewerage networks in the Przylesie Estate under the design-and-build formula, in the area of Morelowa, Sokola, Gajowa and Myśliwska streets. Design and construction of a 340 m water-supply network with hydrants, valves and other associated elements. Design and construction of an 875 m gravity sanitary sewerage network with inspection manholes.
-Modernization of lighting infrastructure - planned allocation: PLN 876,496. The task is ongoing. It includes the delivery and replacement of 355 road, park and decorative lighting fixtures across Bolesławiec, together with controllers. Fixtures will be replaced on Generała Augusta Emila Fieldorfa, Czerwonych Maków, Tulipanowe, Magistracka and Łukasiewicza streets, and in parks on Sądowa Street, Grunwaldzka Street, Sierpnia 80, Armii Krajowej, Piaskowa and Karola Miarki, in the park by the pond.
-Renovation of the municipal pond and its surroundings - planned allocation: PLN 3,980,000. The task will include a footbridge with access from the park path, street furniture, park lighting and plantings.
-Purchase and installation of a mobile modular ice rink on Bielska Street - planned allocation: PLN 800,000. The task concerns the purchase of a mobile open-air ice rink to be used during the winter season at Primary School No. 4 on Bielska Street.
-Modernization of the “Moje Boisko – ORLIK 2012” sports complexes at Primary School No. 1 and Primary School No. 2. Planned allocation: PLN 1,500,000.
-Development of the cycling network in Bolesławiec. Planned allocation: PLN 5,571,430. The approximate total length of planned cycling routes is 24,126 m. Planned works include, in particular, pedestrian and cycle paths and cycle routes with gravel surfaces; concrete-paving surfaces with curbs; mineral-asphalt surfaces with edging; bicycle crossings; horizontal road markings; vertical road signs; pedestrian crossings; contraflow lanes and cycle lanes (painted horizontal markings, vertical signs, and red resin-surface elements); and contraflow traffic (painting a P-27 sign on one side of the roadway and vertical signs).
-Construction of the Bolesławiec Cycling Skills Park. Planned allocation: PLN 1,107,750. The task is ongoing. It includes creating a complete cycling skills trail for off-road riding, a singletrack-style training track/trail with obstacles, approximately 4 km long. Existing cycling trails will be used and new trails will be created in three variants: easy, intermediate and advanced. The new trails will be made from a mineral aggregate mix and supplemented with various technical obstacles. This will naturally complement the existing recreational space. The trails will be connected so that, in the simplest variant, the route is accessible to all users, including wheelchair users. Street furniture and a shelter are planned.
-Municipal Housing Management Authority in Bolesławiec - is an organizational unit of the Municipality of Bolesławiec carrying out the Municipality’s own public-utility tasks. The MZGM’s responsibilities include meeting the housing needs of the poorest residents; ensuring a clean and safe city; maintaining green areas that are friendly to residents; and administering the municipal cemetery. Planned expenditure amounts to PLN 26,712,603, including: current expenditure – PLN 26,052,603; transport and communications (internal roads, public-transport stops, other activities) – PLN 267,500; housing management – PLN 14,735,144; cemetery – PLN 1,740,359; municipal management and environmental protection – PLN 9,309,600; capital expenditure – PLN 660,000: transport and communications: purchase and installation of 4 bus shelters – PLN 60,000; housing management: changes to heating systems, design and cost documentation for the thermal modernization of residential buildings at 18, 20 and 21 Garncarska Street, purchase of a firewall and data-backup system – PLN 200,000; cemetery: construction of a columbarium – PLN 300,000; municipal management and environmental protection (purchase and replacement of play equipment) – PLN 100,000. As of November 30, 2024, the Municipal Housing Management Authority administers 32 residential buildings and 12 utility buildings wholly owned by the Municipality of Bolesławiec. The total number of municipal premises is 1,171, including 252 in wholly owned buildings and 919 in condominium buildings.
