The matter was described in detail by the lwowecki.info website, which in November received information from residents of Pilchowice about a cable floating on the water:

We went to the site to check. Indeed, right next to the bridge over the Bóbr River, a pipe floating on the water was visible. Surprisingly, the pipe appeared only a month after the flood.

Employees of Wody Polskie replied to the lwowecki outlet that it was “a water-supply pipeline belonging to the Wleń Municipality and the Przedsiębiorstwo Wodociągów i Kanalizacji w Bolesławcu” and that “they had sent a letter to the Przedsiębiorstwo Wodociągów i Kanalizacji w Bolesławcu calling for the failure to be remedied.”

The problem is that on 9 December, the lwowecki newspaper received a response from Bolesławiec’s PWiK:

We hereby inform you that the pipe floating on the surface of the Bóbr River in the village of Pilchowice does not belong to Przedsiębiorstwo Wodociągów i Kanalizacji w Bolesławcu Sp. z o.o. It is neither a water-supply nor a sewage pipe.

The outlet concludes:

Until it is identified what kind of pipe this is, we do not recommend fishing in the Bóbr River, at least not in the vicinity of Pilchowice.
