An agreement on the purchase of modern trains was signed on Thursday, 29 August, at the Marshal’s Office of the Lower Silesian Voivodeship by Damian Stawikowski, president of Koleje Dolnośląskie, and Krzysztof Zdziarski, president of PESA Bydgoszcz. Representatives of the Lower Silesian Voivodeship authorities also attended the meeting: Marshal Paweł Gancarz and Michał Rado, the deputy marshal responsible for rail transport.

Another agreement between PESA and Koleje Dolnośląskie

“I am pleased to announce that Poland’s largest fleet of Elf vehicles will grow to at least 35 units—all of them will operate in Lower Silesian colors,” said Paweł Gancarz, marshal of the Lower Silesian Voivodeship.

The contract is worth nearly PLN 440 million. One train costs approximately PLN 44 million, of which PLN 37.5 million is the price of the vehicle itself, while the remainder covers a six-year maintenance package provided by the manufacturer. The purchase of the Elfs was made possible by a loan agreement signed at the beginning of the week with PKO Bank Polski.

“We obtained favorable lending terms because we have long repayment periods, equal to the vehicles’ 14-year depreciation period. However, we expect to repay the loan much earlier. As was the case with the contract for 25 Elfs, we received funding for them from the National Recovery Plan and the marshal of the voivodeship,” says Damian Stawikowski, president of Koleje Dolnośląskie.

This is another agreement between Koleje Dolnośląskie and PESA. There are already 25 modern five-car vehicles from the Bydgoszcz factory operating in Lower Silesia.

We deliver a modern, comfortable and environmentally friendly vehicle, while KD, thanks to favorable maintenance terms, ensures high-quality service. As a result, through constant and direct communication between our teams, we achieve reliability and performance at a European level. It is gratifying that the quality of our cooperation is also recognized in the capital, as demonstrated, among other things, by the positive opinions about these vehicles expressed by Minister Piotr Malepszak,” says Krzysztof Zdziarski, president of PESA Bydgoszcz.

Three voivodeship capitals on one KD route?

The new trains will operate on all Lower Silesian routes. They may also serve the line from Wrocław to Opole.

“The fleet of Koleje Dolnośląskie vehicles will make it possible not only to improve the service offering in Lower Silesia and for the Lubusz Voivodeship. We want these trains to run to Opole via Oława and Brzeg,” says Michał Rado, deputy marshal of the Lower Silesian Voivodeship.

It is very rare for one train to connect three voivodeship capitals. Currently, only a few such connections across Poland are operated by Polregio. In addition, the new fleet will mean that modern trains from the PESA factory in Bydgoszcz will operate on an even greater number of electrified railway networks in Lower Silesia.

Up to 45 Elfs in Lower Silesian colors

The new Elfs will appear on Lower Silesian tracks in two years. PESA will deliver the first two trains in February 2026, while the final batch will reach KD no later than June 2026. If KD exercises the option, its rolling-stock fleet, already the largest in Poland, will comprise more than 100 vehicles.

The agreement for 10 trains is worth PLN 438.4 million net.
