Joanna Sady has become the new treasurer of Bolesławiec County. She replaced Barbara Struszewska, who will continue working at the county office as deputy head of the Budget and Finance Department.
Barbara Struszewska submitted her resignation on April 30 (from the position she had held for less than three months), effective May 6. During the first session of the County Council on May 6, a new treasurer, Joanna Sady, was appointed. She had previously worked as treasurer in Lwówek County. Joanna Sady is a graduate of the Academy of Economics in Wrocław and has worked in the profession for 25 years.
Twenty people voted to dismiss Barbara Struszewska; councilor Tomasz Matyjewicz abstained. Twenty people voted to appoint Joanna Sady. One councilor, Gabriela Błoniarz, abstained.

Motion to appoint Barbara Struszewska as County Treasurer
I request that the Bolesławiec County Council appoint Barbara Struszewska as County Treasurer.
Justification
The motion to dismiss the current treasurer, Renata Kozinoga, following her resignation from the position of treasurer and termination of her employment contract, was submitted to the Bolesławiec County Council on February 9, 2024. Consequently, it is necessary to appoint a new County Treasurer to replace the person being dismissed. In view of the above, I request that Barbara Struszewska be appointed County Treasurer effective April 1, 2024.
Barbara Struszewska is 53 years old. She completed a master's degree in Economics, specializing in Accounting and Financial Consulting, at the Wrocław University of Economics, as well as postgraduate studies at the same university in Internal Audit in Administration and Businesses. Barbara Struszewska has 34 years of professional experience, including 25 years at the District Office in Bolesławiec. From April 1, 2012, to October 11, 2015, she served as Head of the Finance Department and Chief Accountant of the District Office in Bolesławiec. She then worked in the Control Office, where she was responsible for internal control carried out in the county's organizational units and entities subsidized from the county budget. On October 1, 2021, she returned to work in the Budget and Finance Department, where she currently serves as Deputy Department Head.
The candidate I have indicated meets the statutory requirements for performing the function of treasurer set out in Article 6(1) of the Act of November 21, 2008, on local government employees (consolidated text: Journal of Laws of 2022, item 530), and arising from Article 54 of the Act of August 27, 2009, on public finances (consolidated text: Journal of Laws of 2023, item 1270, as amended).

Pursuant to Article 12(3) of the Act of June 5, 1998, on county self-government (consolidated text: Journal of Laws of 2024, item 107), I submit a motion to appoint Joanna Sady as Treasurer of Bolesławiec County effective May 7, 2024.
On April 30, 2024, Barbara Struszewska, the incumbent Treasurer of Bolesławiec County, submitted her resignation from the position of County Treasurer effective May 6, 2024. Consequently, a motion to dismiss the Treasurer of Bolesławiec County, together with a draft resolution, was submitted to the County Council.
Pursuant to Article 12(3) of the Act on county self-government, the exclusive competence of the county council includes appointing and dismissing, at the request of the county head, the county treasurer, who is the chief accountant of the county budget. In view of the above, it is justified for the Bolesławiec County Head to submit this motion.The candidate for Treasurer of Bolesławiec County, Joanna Sady, acquired the knowledge and skills necessary for this position during her master's studies at the Academy of Economics in Wrocław, postgraduate studies, and many years of work in local government units. Her master's studies in Business Management enabled Ms. Sady to acquire skills in accounting, economics, and management. She continued to develop and deepen these skills during postgraduate studies in accounting, local government finance, and auditing. She effectively used this knowledge during 25 years of work in a local government unit and budgetary units, at various levels of classification, beginning as an inspector and progressing to chief accountant and Head of the Budget and Finance Department. For the past five years, she has served as Treasurer of Lwówek County.
Joanna Sady also holds qualifications to provide bookkeeping services, granted by the Minister of Finance.
In view of the above, I request that Joanna Sady be appointed Treasurer of Bolesławiec County.Tomasz Gabrysiak
