The vote on the budget was preceded by an address from Bolesławiec Mayor Piotr Roman, who conducted an in-depth socio-economic analysis of Bolesławiec. It covered, among other things, demographics, housing resources, the unemployment rate (2.9% in Bolesławiec County), the increase in the number of business entities, expenditure on culture and the protection of national heritage, and the number of non-governmental organizations. In presenting the budget, the Mayor of Bolesławiec emphasized that the 2024 draft provides funds for maintaining free public transport services; the municipal waste management fee has not been increased; the fee in the paid parking zone has not been increased; property tax rates on premises and residential buildings or parts thereof, as well as other land, have not been increased; rents for leasing properties and rent for commercial premises have not been increased; rates for buildings associated with conducting business activity and for residential buildings and parts thereof used for conducting business activity, buildings associated with the provision of healthcare services, as well as land other than other land, have been set 5% lower than those indicated by the Minister of Finance.
Mayor Piotr Roman points to the very low debt ratio. At the end of 2024, debt arising from liabilities incurred will amount to PLN 31,588,496.15, representing 9.7% of total revenue. This is a safe level of debt and it is decreasing.
Planned investment expenditure is a record high, amounting to more than PLN 116 million, of which more than PLN 84 million comes from external funding from various sources. The planned investments are intended to raise living standards in Bolesławiec, promote sustainable development, actively include all
social groups in the city’s life, and improve the quality of the natural environment. Together, these measures contribute to Bolesławiec’s multidimensional competitiveness,
broadly understood innovation and civilizational progress.
The main investment projects planned for 2024 include:
- Zero-emission public transport in the Urban Municipality of Bolesławiec – In 2023, an agreement was concluded for the purchase of a zero-emission bus,
powered exclusively by an electric motor, together with accompanying infrastructure, namely a charging point. An agreement was signed for co-financing in the form of a grant and a loan under priority program no. 6.3, “Zero-Emission Transport: Green Public Transport.” The planned delivery of the bus is in the first quarter of 2024, - Construction of Powstańców Warszawy Street in Bolesławiec. The project is co-financed under the Government Roads Development Fund,
- Reconstruction of Melchiora Wańkowicza Street in Bolesławiec, under a design-and-build formula. The project concerns the reconstruction of the internal road at Wańkowicza Street,
- Construction of Kresów II RP Street in Bolesławiec,
- Construction of municipal roads – connecting residential and service areas in Bolesławiec. The project concerns the construction of three new roads in Bolesławiec: Sokola Street,
- Construction of Hallera Street,
- Construction of Rozwadowskiego Street. The project is co-financed by the Government Polish Deal Fund: Polish Deal Strategic Investment Program.
- Construction of Czerwonych Maków municipal street under a “design and build” formula,
- Repair of the sidewalk on Narcyzów Street,
- Improving the energy efficiency of Primary School No. 4 at Bielska Street in Bolesławiec – The project concerns comprehensive modernization of the Primary School No. 4 building at Bielska Street in Bolesławiec. The project includes the installation of photovoltaic panels and replacement of internal central-heating systems, including radiators. The project is co-financed by the Government Polish Deal Fund: Polish Deal Strategic Investment Program,
- Programmatic and spatial concept for the modernization and expansion of the Social Welfare Home in Bolesławiec. Preparation of a programmatic and spatial concept for the modernization and expansion of the Social Welfare Home building in Bolesławiec,
- Public Nursery No. 1 in Bolesławiec – The project includes construction work involving joinery and the roof, demolition of internal partition walls, installation of window and door joinery, water, electrical and sewerage installations, and finishing work in adapted rooms. The project is being implemented under the “Maluch+” Development Program for childcare institutions for children up to 3 years of age, 2022–2029,
- Modernization of the lighting infrastructure in Bolesławiec – The project is planned with co-financing from the Government Polish Deal Fund: Polish Deal Strategic Investment Program – Lighting Up Poland,
- Construction of traffic lights together with lighting for a pedestrian crossing – Bolesława Chrobrego Street. The project received co-financing under the Government Roads Development Fund,
- Lighting for a pedestrian crossing – Wesoła Street. The project received co-financing under the Government Roads Development Fund.
- Preparation of design documentation for the construction of a recreational park in the block bounded by Zygmunta Augusta, Kosiby, Murarska and Narutowicza streets – The project concerns the preparation of design documentation for the construction of a recreational park,
- Poland and Norway on the European Ceramic Route: inclusion of Bolesławiec and Porsgrunn in an international cooperation network of cities with ceramic traditions – The project concerns the revalorization and adaptation of the building at Zgorzelecka Street – Pückler Palace – for the needs of the Museum of Ceramics. The planned completion date for the investment works is the first quarter of 2024.
- Modernization and expansion of the municipal stadium – The first stage of the project is under way. In 2022, an agreement was concluded with the Ministry of Sport and Tourism for co-financing the project, and co-financing was awarded from the Government Polish Deal Fund: Strategic Investment Program,
- Construction of a sports complex with accompanying infrastructure at Primary School No. 5, Dolne Młyny Street in Bolesławiec – stage II – The project involves carrying out the second stage of construction of the sports complex with accompanying infrastructure at Primary School No. 5 in Bolesławiec,
- Development of the MOSiR site at 24 Spacerowa Street in Bolesławiec – The first stage is under way and includes: an outdoor swimming pool area, “green” recreational beaches
and terraces, a playground, a multifunctional building with changing rooms and ticket offices, a restaurant and public parking spaces – approximately 250. In 2024, the second stage is planned to begin, expanding the outdoor pool area with a slide complex, expanding the football-pitch area with changing-room and storage facilities (a natural-surface training pitch, an artificial-surface training pitch), beach volleyball courts and a multifunctional court, and renovating the existing recreational area. Co-financing is provided under the Government Polish Deal Fund: Strategic Investment Program, - Filling gaps in the cycling network – Further designation of cycling routes – construction of a cycle path along Bielska and Garncarska streets,
- Construction of a cycle path along Garncarska Street,
- Lighting Up Poland – Modernization of the lighting infrastructure in Bolesławiec – The project involves modernizing the lighting infrastructure in the city of Bolesławiec by replacing inefficient (sodium and metal-halide) street, road, square, park, plaza and other public-place lighting fixtures with LED fixtures equipped with a management system – 300 fixtures at various city locations.
- Preparation of design and cost-estimate documentation for the construction of municipal streets – Widok Street (34a, b, d, e),
- A playground for children with disabilities. Providing access to public space and constructing an inclusive playground at Primary School No. 1, 38c Jana Pawła II Street,
- Construction of a columbarium at the Municipal Cemetery,
- Construction of a footbridge over the pond at Kubika Street (stage I – PLN 184,000),
- Preparation of design documentation for the “Lower Silesian Cycle Route – Via Regia Route and Bóbr Valley Route” cycle-route network. The project concerns financial assistance from the Urban Municipality of Bolesławiec to the Lower Silesian Voivodeship for preparing design documentation for the “Lower Silesian Cycle Route”,
- Construction of a sidewalk along Voivodeship Road No. 297, Kościuszki Street in Bolesławiec and Łąka – The project concerns financial assistance from the
Urban Municipality of Bolesławiec to the Lower Silesian Voivodeship for sidewalk construction, - Reconstruction of the county road (former DW297), Jeleniogórska Street in Bolesławiec – The project concerns financial assistance for Bolesławiec County for the reconstruction of Jeleniogórska Street,
- Targeted grants from the Bolesławiec City Budget for family allotment gardens – PLN 200,000. Targeted grants for co-financing projects related to the development of Family Allotment Gardens – ROD KOLEJARZ (water supply at 50 Staroszkolna Street, PLN 50,000; ROD CEGIEŁKA – fencing at Piastów Street (bypass), PLN 50,000; ROD STOKROTKA – PLN 50,000; and ROD Serbinowo – PLN 50,000),
- Partial repairs of roadways, sidewalks and squares; grading of unpaved roads; and construction of temporary road surfaces. Replacement and maintenance of vertical road signs, renewal and painting of horizontal markings (pedestrian crossings, parking spaces for people with disabilities, solid lines along roads, and cycle-route markings). Ongoing maintenance and servicing of street-lighting points, lighting and illumination of historic buildings, including painting poles, replacing damaged poles and lighting sets, replacing non-functioning light sources and removing faults. Activities of MZGK.
It is worth recalling that the budget does not include investment projects of municipal companies. These projects are extremely important to residents because they are aimed at meeting the community’s collective needs.
