The 11-year-old hooligan harasses and frightens both younger and older children. He is often accompanied by another boy, one or two years older than him. Maciek is being brought up by the streets. The profession they may teach him could be: convicted criminal. However, before that happens, tragedy may occur.
What is alarming throughout the whole story is the indifference of adults who do not react to the 11-year-old, even though they see Maciek harassing children, as well as their fear of him, because the boy is insolent and can verbally insult even an adult so aggressively that less courageous people back down.
Adults also do not notify the police about incidents they witness, although they write about them online, misleading everyone into believing that officers do not want to act. Without a report of an offense, however, the police cannot do much to help. This should be remembered.
"The jokes are f**king over"
On Friday, November 10, Maciek and a friend whom he called Kaspian caught three children returning from school. Maciek verbally abused the children and ordered them to run away when he counted to five, frightening them: "The jokes are f**king over!".
The little tormentors went "hunting" for the children, running after their frightened victims. Maciek forced his victims to submit, apologize and beg him not to hit them. When his victim had been sufficiently humiliated, he said that he had only been joking and had not intended to do anything bad to anyone. He showed the child he had harassed the knife he carries in his pocket. In his view, it was not a threat, but merely a "joking" demonstration of what he kept in his pocket.
The mother of one of the attacked children addressed us in these words.
Good morning. I wanted to raise the subject of a boy named Maciek who roams around our market square and commits robberies. My son has been harassed by him several times. Maciek threatened to beat him and even kill him. He also threatened him with a knife. And the child was only returning home from school. He is afraid to go outside. The matter was reported to the police. The boy is well known to the police, but the question is: why is the police doing nothing about it? The boy continues to harass various children and people with impunity. There have even been several articles about him, and what has come of it? He still walks around and does whatever he wants. Surely it cannot be that our children are afraid to walk through the town or the market square. If the police do not care, where should this be reported so that the matter is pursued and something is done about the boy?
Parents are helpless, children are being terrorized, and they are afraid to return home from school alone or cross the city center in broad daylight. In an interview with istotne.pl, President Piotr Roman also admitted that he knows about the matter, but does not have the police's authority to deal with it. We appeal for hooligan incidents involving the boy to be reported to the police. It is best if witnesses or the parents of the affected children do so.
If you want to report an offense but do not want to provide your details because, for example, you are afraid of retaliation, you can do so anonymously. Every report is equally important—the police will take it seriously. You can submit an anonymous report by telephone or in writing. However, this may reduce the effectiveness of police action—the officers will have to spend time supplementing and confirming information about the offense that they could obtain from you.

She was outraged, but when we wanted to contact her and discuss the events of November 10 so that she could present her version, she neither answered the phone nor replied to the messages we sent her.
