The method for calculating the ranking index is identical to that used in previous years. Revenue from earmarked grants was excluded. The impact of a large, one-off investment grant can propel a local government up the ranking. However, this is a temporary (incidental) rise unrelated to a lasting increase in wealth.
An important caveat must be added here. The local-government financing system is becoming increasingly unbalanced and unstable, and therefore difficult to interpret. For example, grants received from the Government Local Investment Fund were at least partly recorded as own revenue, which distorts the picture to some extent.
The revenue flowing into the budgets was adjusted in two ways. First, we deducted contributions paid in connection with the equalisation subsidy (regional subsidy in the case of voivodeships)—the so-called Janosik tax. Second, we added to the revenue actually collected the effects of reductions in rates, reliefs and exemptions in local taxes (so that actual wealth, rather than the effects of autonomous fiscal-policy decisions made by municipalities, could be compared). This adjustment applies only to municipal local governments, because counties and voivodeships do not make decisions concerning taxes.
