She added:

Today I asked the men who decides how often it is done. It is not surprising that it is the city, but the fact that they are supposed to mow once, or preferably twice, a month—even in such heat—is.

And concluded:

My question is: what is the definition of “mowing,” and is there not supposed to be any grass in this city at all? (Attached is a photo of the lawn under my window BEFORE mowing).
