As the creators of the “How Much Does Local Government Administration Cost Us” ranking, prepared for the local-government magazine “Wspólnota”, report:

We emphasize that our ranking provides a simplified picture of the situation. First, due to different organizational arrangements and the complexities involved in applying budget classification, the figures appearing in the ranking for individual municipalities or counties are not always fully comparable. In the calculations, we took into account current expenditure in section 750, public administration, excluding expenditure on current repairs (because such expenditure is incidental and distorts the value of the indicator, which is intended to show how expensive or inexpensive the authority’s day-to-day operation is).

But they immediately add:

Compiling administrative expenditure for each head of an authority can nevertheless be helpful in examining one’s own unit; it allows comparisons with others and thus provides material for reflection. One can ask why more is being spent, whether this is justified, and whether it leads to satisfactory results.

And they add:

The tables compare two years: 2022 and 2014. Local governments are ranked starting with those units that spend the least per capita on administration. For example, among provincial capitals, Toruń came first (as it did in 2014). Among large county towns, Ełk rose from third place to the top. Among large counties, Cieszyński County is first, having risen from sixth place.

How did the local governments from Bolesławiec County perform in 2022?

Ranking of counties with more than 75 residents

Bolesławiecki County took 90th place. Current expenditure on administration (excluding expenditure on the purchase of repair services) per resident in 2022 – PLN 178.61.

Ranking of county towns with more than 30,000 residents

The City of Bolesławiec ranked 66th. Current expenditure on administration (excluding expenditure on the purchase of repair services) per resident in 2022 – PLN 478.47.

Ranking of rural municipalities with more than 10,000 residents

Bolesławiec Municipality – 106th place. Current expenditure on administration (excluding expenditure on the purchase of repair services) per resident in 2022 – PLN 479.99.

Ranking of towns with 10,000–15,000 residents

Nowogrodziec took 61st place. Current expenditure on administration (excluding expenditure on the purchase of repair services) per resident in 2022 – PLN 517.89.

Ranking of rural municipalities with 5,000–10,000 residents

As many as three local governments from the area appeared in this ranking. The worst performer among them was Gromadka Municipality (533rd place, PLN 839.18), while the best was Warta Bolesławiecka Municipality (105th place, PLN 534.11). Osiecznica Municipality, meanwhile, ranked 141st (PLN 554.26).
