Our Reader drew attention to the problem and sent us a link to the page where the result of the third tender for the sale of the plot at Popiełuszko Square was published. As it turned out, “within the specified deadline, nobody paid the bid security or submitted a written offer with attachments, and therefore the tender ended with a negative result.” “If things continue this way, we will never get a shopping centre there,” the Reader wrote in an email to the editorial office.

The matter is approached much more calmly by Jerzy Zieliński, secretary of Bolesławiec. “That is the whole difficulty: both sides have to want it at the same time,” the official says. “So far, Wrocław has been unable to sell Kępa Mieszczańska, even though it is the most attractive area of the capital of Lower Silesia. That is simply how the real estate market works.”

Cezariusz RudykCezariusz Rudyk, head of the PO councillors’ club, has a different opinion. “We repeatedly warned Mayor Piotr Roman that building a swimming pool on this site would be a reckless solution. What further discourages potential buyers is the requirement to combine a shopping centre with a swimming pool,” the councillor points out. “I spoke with people involved in building shopping centres. They told me directly: if some coherent complex could be created at Popiełuszko Square, the plot would have value. The requirement to connect the shopping centre with the swimming pool reduces investor interest. All this means that the price of the site has already been lowered twice. In our opinion, the city should sell this plot for at least PLN 20 million [w ostatnim przetargu cena wywoławcza wynosiła 15 mln 280 tys. zł netto – przyp. red.].

“For PLN 20 million, a magnificent events hall could be built in Bolesławiec, where first- and second-division matches could be played,” Rudyk continues. “Bolesławiec needs to be viewed more broadly; the current authorities look at our city in a somewhat parochial way. Selling the most attractive site in terms of investment potential at an undervalued price is not in the municipality’s interest. That is why we appeal to Piotr Roman: leave this plot alone and do not announce any more tenders. Serious consideration should be given to what ought to be built at Popiełuszko Square.”
