Total planned budget expenditure amounts to PLN 290,655,088.72, including current expenditure of PLN 209,178,921.72 and capital expenditure of PLN 81,476,167 (investments: PLN 81,171,167; investment reserve: PLN 305,000).

The planned budget deficit is PLN 12,245,547.74. It will be financed from available funds referred to in Article 217(2)(6) of the Public Finance Act; unused funds in the budget’s current account resulting from the settlement of revenue and expenditure financed from that revenue and related to special budget implementation rules laid down in separate acts; grants for implementing a programme, project or task financed with the participation of those funds; and proceeds from a loan from NFOŚiGW.

The budget draft includes a general budget reserve of PLN 300,000, representing 0.1% of total budget expenditure, as well as earmarked reserves of PLN 4,575,680, representing 1.6% of total budget expenditure. These are intended to finance current expenditure—pay rises for teachers, severance payments and jubilee awards for employees of municipal organisational units, and pay rises for employees of municipal organisational units—as well as crisis-management tasks and investment expenditure, including the municipality’s own contribution to assistance projects and programmes and investment purchases.

For 2023, property tax and vehicle tax rates were set at 9.9% higher. The dog-ownership fee was not changed. Free municipal public transport (MZK) will continue.

The main investment projects planned for 2023 include:

  • Modernisation of street lighting in the western and southern parts of Lower Silesia—PLN 13,191,776 in total, including PLN 3,172,206 in own funds and PLN 10,019,570 in ERDF funding. The project includes, among other things, replacing 3,148 existing lighting fixtures with modern LED road-lighting fixtures and replacing and installing poles qualified for replacement;
  • Zero-emission public transport in the Municipality of Bolesławiec—total plan of PLN 2,890,500, including PLN 1,020,500 in own funds, PLN 1,770,000 in NFOŚiGW funding and a PLN 100,000 loan from NFOŚiGW—purchase of a zero-emission bus powered exclusively by an electric motor, together with accompanying infrastructure;
  • Modernisation and expansion of the municipal stadium—PLN 13,000,000;
  • Poland and Norway on the European Ceramic Route: bringing Bolesławiec and Porsgrunn into an international cooperation network of cities with ceramic traditions—PLN 30,154,674 in total, including PLN 21,161,685 in own funds and PLN 8,992,989 in EEA FM funding. (The project is in progress. It is being implemented in 2020–2024 under the “Culture” Programme, third edition of the EEA Funds, pursuant to project co-financing agreement No. 81/2021/DZIAŁANIE1/MFEOG. The project concerns the restoration and adaptation of the building at ul. Zgorzelecka—the Pückler Palace—for the needs of the Museum of Ceramics and the conversion of the building for cultural use.);
  • Revitalisation of the municipal park at ul. Zgorzelecka in Bolesławiec—PLN 5,400,000 in total, including PLN 990,000 in own funds and PLN 4,410,000 in Polski Ład funding;
  • Centres of Traditional Crafts on the Via Fabrilis Route—PLN 6,200,273 in total, including PLN 930,041 in own funds and PLN 5,270,232 in ERDF funding. “Centres of Traditional Crafts on the Via Fabrilis Route” is being implemented in the three partner cities of Bolesławiec, Kłodzko and Jaroměř in the Czech Republic. The project involves demolishing the existing former pottery workshop building and relocating the pottery kiln and chimney to a new site at ul. Kutuzowa;
  • Development of the MOSiR site at ul. Spacerowa 24 in Bolesławiec—PLN 4,920,000;
  • Construction of two retention reservoirs in the Przylesie Housing Estate—PLN 1,000,000;
  • Construction of a kindergarten in the left-bank part of the city—the Kwiatowe Housing Estate—PLN 716,000 (continuation of the project, including furnishing the facility);
  • Construction of Irysów Street together with drainage—PLN 700,000;
  • Renovation of Zabobrze Street from Hanoi—PLN 300,000 (project started);
  • Renovation of Obrońców Westerplatte Street in Bolesławiec—PLN 620,000
    (project started);
  • Filling in missing sections of the cycling network—PLN 300,000;
  • Adaptation of MPP No. 4 to fire-safety regulations—PLN 251,342
  • Funding for adapting rooms in Pavilion XV, part of the complex of facilities of the Regional Hospital for the Nervously and Mentally Ill in Bolesławiec, for the needs of the County Blood Collection Point—PLN 100,000;
  • Flowering Meadows—PLN 225,000 (continuation of the project);
  • Removal of asbestos-containing products—PLN 60,000;
  • Modernisation of municipal fountains—PLN 60,000;
  • Targeted grants from the Bolesławiec city budget for family allotment gardens—PLN 23,600;
  • Preparation of design documentation for a rollerblading and roller-skating track—PLN 60,000, preparation of documentation;
  • The budget does not include investment projects of municipal companies. These projects are very important for residents because they focus on meeting the community’s collective needs.

The following projects are among the key investments planned by municipal companies:

  • MZGK:
    • Municipal Waste Treatment Plant in Trzebień—documentation and expansion of the green-waste composting facility—PLN 500,000; purchase of a machine: a wood chipper (shredder) for green waste—PLN 2,000,000 (external funds); construction of an enclosure for the mixed-waste storage facility together with a ventilation and dust-removal system—PLN 1,700,000 (external funds);
    • Cleaning and Transport Plant—purchase of a specialised vehicle: a 21 m³ refuse collection truck—PLN 800,000; purchase of a goods vehicle with a tipper, up to 3.5 tonnes—PLN 130,000; purchase of a device: a baling compactor for waste—PLN 90,000; purchase of 40 clothing and textile containers—PLN 120,000;
    • Road and Construction Works Plant—purchase of a recycler, a machine for processing mineral-asphalt mix—PLN 130,000.
  • ZEC:
    • construction of a heating connection at ul. Staroszkolna to commercial and service facilities—PLN 920,000;
    • construction of a heating connection to a multi-family residential building at ul. Gałczyńskiego—PLN 22,000;
    • preparation of design documentation for a distribution network to three multi-family residential buildings and a commercial and service pavilion at ul. Staroszkolna—PLN 30,000.
  • MZK:
    • installation of a 50 kW photovoltaic system—PLN 250,000.
    • TBS:
      construction of two residential buildings (44 apartments)—PLN 15,000,000;
      installation of a 25 kW photovoltaic system—PLN 125,000.
  • PWiK (owned by the “Bóbr” Intermunicipal Association):
    • expansion of a 50 kW cogeneration system together with reconstruction of the biogas-treatment installation and press station—PLN 2,250,000 (the project is planned for 2023–2024 at a total cost of PLN 4,500,000 / planned funding of at least 50% from the POIiŚ “FEnIKS” programme);
    • expansion of the stationary water-meter reading system using GSM and LoRa-WAN technology as part of Smart City—PLN 400,000;
    • construction of photovoltaic installations with a total capacity of 100 kWp at PWiK facilities—PLN 400,000 (co-financing from external sources);
    • replacement of the water supply network on ul. Kosiby (250 m) and gen. A.E.F. Nila (2,000 m)—PLN 1,000,000.
