The local-government magazine “Wspólnota” once again examined the average investment expenditure of Polish local governments per capita in 2019–2021. The authors of the ranking report:

A look at local-government investment expenditure in 2021 leads to the conclusion that the financial situation of local-government units is not as good as might be inferred from statements by some government officials. It was already the third consecutive year of declining expenditure. The decline was not large, but given the simultaneous, accelerating increase in the prices of construction work and materials, its effects in material terms may be substantial.

And indeed. What may be worrying is that all the local governments in Bolesławiec County recorded a decline in the recently published ranking. The most spectacular was Osiecznica in the category of rural municipalities: from position 476 to 1067.

How did the rural municipalities in our county fare?

Gmina Gromadka performed best in terms of investment, ranking 66th (PLN 1,855.88). In the previous ranking (2018–2020), it was in position 41.

Gmina Bolesławiec took second place: 450th in the ranking; PLN 1,048.59. (In the previous ranking, this local government was in position 400.)

Osiecznica, mentioned above, came third with PLN 639.66. Fourth was Gmina Warta Bolesławiecka (PLN 446.59). The latter came in 1336th in the current ranking, recording a drop of 199 places.

How did the City of Ceramics fare?

Bolesławiec itself—in the category of county towns—ranked 251st (PLN 405.53). In the previous ranking, it was in 219th place.

How did Nowogrodziec fare?

Gmina Nowogrodziec—in the category of other towns—took position 322 (PLN 761.06). (Previously, it was 132.)
