I was walking by yesterday, and there were lots of young people on the benches, music playing at full volume, the sound of bottles and so on. And today the services are cleaning up, bags full of bottles. Where are the police, where is the municipal police!? This cleaning was being done this morning after 7:00 a.m.

The park seems like a good place to spend time together; even if the music is loud, it would be enough to leave the place tidy and there would be no problem.
