We were asked by our Reader to publicize the issue. In an email to the editorial office, he wrote: “I am a resident of Osiedle Kwiatowe in Bolesławiec. The City Hall wants to eliminate the recreational areas, namely the sports fields, green spaces and playground by Tulipanowa and Narcyzów streets, in favor of building plots where single-family houses will be built. Councillor Chudzik supposedly collected 80 signatures in favor of eliminating this place. I asked nearby residents about it; they expressed their disapproval and dissatisfaction with the idea. The residents do not want anything changed here.” He added: “The City Hall website says that this place is devastated and that social pathology is spreading here. These are words unsupported by facts. It follows that the City Hall’s interests are more important than those of the residents, because then [czyli po ewentualnej likwidacji – przyp. red.] the City Hall will not have to take care of this area, and after selling the plots it will make money on it. Why did the City Hall first invest money in creating recreational areas and now want to get rid of them? Why did no one talk to the local residents?”
We contacted councillor Leszek Chudzik. “A resident of Astrów Street, whose house is located next to the football field, asked me for help,” the councillor explains. “He complained that during thaws and heavy downpours, water floods his property.”
The councillor discussed this with the mayor and the estate’s residents. As he emphasizes, the issue is not about eliminating the recreational areas, but about relocating the football field. “A small sports center operates next to the parish church of the Sacred Heart of Jesus. That is where we would like to move the facility,” Leszek Chudzik points out. “We certainly will not dismantle the play equipment.”
The field next to the church will be half the size. “Such a large facility is not needed in Osiedle Kwiatowe,” the councillor argues. “Besides, hardly anyone plays on the current one. Young people more often meet in the nearby small woods, drink alcohol, and then residents complain about the noise. The police and municipal police have intervened there many times.
The councillor proposed that the money from selling the plots not be allocated to investments in the city, but instead invested in the development of the estate. A tennis court and volleyball court would additionally be built by the parish. “The parish priest would then keep an eye on what is happening there. That is an additional benefit,” Chudzik adds.
According to the councillor, once houses are built on the field, their residents will certainly not allow anyone to drink alcohol in the nearby woods. “This would solve several problems at once. There would be no drinking, the estate’s residents would have peace and quiet, and the sports facilities would be located in one place,” the councillor lists.
The issue returned during a City Council session held on May 26. “We have two options: either decide, despite protests from a significant portion of the neighbors, to rebuild the existing field, or move it elsewhere,” said Mayor Piotr Roman. “Perhaps we should start by having the councillors from this district gauge the residents’ views once again. If necessary, we will hold public consultations at City Hall.”
“If, on the other hand, it turns out that we are to leave the existing field, we will have to find around one million złoty for its renovation. Today it is a rubble-strewn wasteland,” the mayor continued. “County Councillor Jarosław Molenda, who organized the Kwiatoliga there for years, gave up on the site because the field is simply injury-prone.”
