The aim of the activities planned as part of the advisory support is to assist local government officials and school/facility principals in carrying out educational tasks after the COVID-19 pandemic and to enhance their competences in education management focused on developing schools and students’ key competences. The advisory support will be provided from September 2022 until the end of April 2023, in accordance with the Advisory Model for Local Government Units developed as part of the project.

Advisory support for local government units will be provided in the form of:

  • information and consultation meetings (opening and summary meetings),
  • workshop training,
  • advisory support provided at the local government unit’s premises (meetings at the unit’s premises),
  • remote advisory support (including online meetings).

As part of the advisory service, the participating local government units will take part in the full advisory cycle, consisting of:

  • selection of the support area by the local government unit,
  • diagnosis of needs and selection of development priorities,
  • development of an action schedule,
  • determination of implementation directions, followed by the selection and implementation of management tools and solutions in accordance with the developed action schedule.

The activities carried out as part of the advisory service are addressed to teams of 3–5 representatives of local government units delegated by those units. The teams include both local government unit staff (e.g. 2 people) and principals of subordinate schools/facilities (e.g. 1 person).

Local governments receive support from two-person teams of experts/advisers: an adviser for the personal development of education and an adviser for management solutions.

The advisory support is expected to result in:

  • diagnosing the needs of local government units after the COVID-19 pandemic and remote learning, as well as selecting current development priorities in education;
  • initiating activities related to improving the management of local education in an area selected by the local government unit (one of 12 areas). The list of the 12 areas/tasks of the governing body, together with management solutions, is included as Annex 4 to the Regulations.

Advisory support for local government units is organised as part of the project “Supporting the Staff of Local Government Units in Education Management Focused on the Development of Schools and Students’ Key Competences – Stage II”, co-financed by the European Union through the European Social Fund and implemented by Ośrodek Rozwoju Edukacji in partnership with Związki Miast Polskich under Priority Axis II, Measure 2.10 of the Knowledge Education Development Operational Programme for 2014–2020.
