The obligation to submit a declaration rests with the owners or managers of all buildings – residential and non-residential, including single-family, multi-family, commercial and service buildings. On 30 June 2022, the deadline expires for building owners or managers to submit to the Central Register of Building Emissions (CEEB) a declaration concerning heat sources and fuel combustion.
It does not matter whether the heat and fuel-combustion source is located in a home, on a recreational plot, in a workshop or in a bakery – everything must be reported, with only the appropriate declaration form needing to be selected. Both “smokers” and all other stoves and boilers must be reported: gas, coal-fired and pellet-fired units, stove-cookers, fireplaces and heat pumps. In multi-family buildings, the manager should do this on behalf of the residents, provided that the building has a single heating source and no one has additionally installed, for example, a wood-burning stove or fireplace.
How do you submit a declaration?
- Electronically, that is, online – using a trusted profile or an e-ID – this is the fastest and most convenient method. Besides saving time and money, its unquestionable advantage is that the declaration can be submitted without leaving home. We encourage everyone to use the electronic declaration-submission method. - On paper – the completed document may be sent by post or submitted in person at the Bolesławiec Municipal Office, ul. Teatralna 1 A, 59-700 Bolesławiec. Paper forms can also be collected directly from the Customer Service Office of our office.
What does the declaration contain?
The declaration contains information such as:
- The first and last name or the name of the building or premises owner or manager, as well as the address of residence or registered office.
- The address of the property where the heat source or fuel-combustion source is operated.
- Information about the number and type of heat sources or fuel-combustion sources operated on the property, as well as their purpose and the fuels used in them.
- The owner’s or manager’s telephone number (optional).
- Email address (optional).
In the declaration, the homeowner should report all heating sources. This is because the declaration specifies information about the number and type of heat sources or fuel-combustion sources operated on the property, as well as their purpose and the fuels used in them.
REMEMBER! Submitting the declaration is mandatory even though in 2021 the municipality conducted a survey of properties concerning their heat sources.
Failure to submit the declaration on time may result in a fine of up to PLN 500.00, which may increase to as much as PLN 5,000.00 if the case is brought before a court.
