The code assumes that general principles of ethical conduct will help councillors to “behave properly”. Thus, as stated in the code, councillors should act in accordance with the principles of legality, impartiality and selflessness, objectivity, honesty, reliability, responsibility and transparency.

A councillor should safeguard the public interest, conduct themselves with dignity, and be courteous and kind in contacts with citizens. Councillors are also required to provide information about activities undertaken for the benefit of residents.

The discussion of the Code provoked considerable controversy. Some councillors wondered whether the code’s regulations could change a person. Is it possible to follow standards of conduct that are closer to ideals than to the realities of life?
