The head of Bolesławiec Municipality Andrzej Dutkowski will earn more by decision of the Bolesławiec Municipal Council—approximately PLN 19,000 gross. As stated in the resolution itself:
The monthly remuneration of the Wójt of Bolesławiec Municipality is set at the following amounts:[…] In accordance with the relevant regulations, the Wójt is entitled to: a long-service allowance, jubilee awards and additional annual remuneration.
- basic salary in the amount of PLN 10,250.00 (in words: ten thousand two hundred and fifty zlotys 00/100),
- functional allowance in the amount of PLN 3,150.00 (in words: three thousand one hundred and fifty zlotys 00/100),
- special allowance amounting to 30% of the combined basic salary and functional allowance.
The justification stated:
Pursuant to Article 18(2)(2) of the Act of 8 March 1990 on municipal self-government, in conjunction with Article 8(2) of the Act on local-government employees, determining the amount of the Wójt’s remuneration falls within the exclusive competence of the municipal council.
The remuneration rules for the Wójt are set out in the Council of Ministers’ Regulation of 25 October 2021 on the remuneration of local-government employees, which makes the amounts of the basic salary and functional allowance dependent, among other things, on the number of municipality residents. Under the aforementioned regulation (Table I: Positions of wójts, mayors, city presidents, starosts and voivodeship marshals), in municipalities with up to 15,000 residents, the basic salary and functional allowance are set at the following levels:
- basic salary—maximum level of PLN 10,250.00,
- functional allowance rate—up to PLN 3,150.00.
Pursuant to Article 38(1) of the Act of 21 November 2008 on local-government employees, a long-service allowance, also known as a seniority allowance, is a mandatory component of the Wójt’s remuneration.
Pursuant to § 6 of the aforementioned regulation, the special allowance is due in an amount equal to 30% of the combined basic salary and functional allowance.
Article 36(3) of the Act of 21 November 2008 on local-government employees states that a wójt (mayor, city president), starost and voivodeship marshal are entitled to a special allowance. The special allowance is a mandatory component of the Wójt’s remuneration.
