On Monday, 27 September, a conference entitled “Civil Protection and the Implementation of Local Government Tasks” was held at the Bolesławiec Cultural Centre – International Ceramics Centre. It was organized by Euroregion Nysa at the request of the National Headquarters of the State Fire Service. Bolesławiec firefighters:
The numerous conference participants represented schools, municipal and county authorities, county headquarters of the State Fire Service and the Police, as well as other services, inspectorates and fire brigades from the Polish part of Euroregion Nysa.
The meeting, devoted to civil protection in the broadest sense, was opened by Deputy Chief Commander of the State Fire Service, Brigadier General Dr Eng. Adam Konieczny (via a videoconferencing system) and, in person in the conference room, by Bolesławiec Mayor Piotr Roman. The guests included Lower Silesian Deputy Voivode Bogusław Szpytma and the head of the State Fire Service Provincial Headquarters in Wrocław, Senior Brigadier Marek Kamiński.
The presentation by Stanisław Ręcławowicz, director of the Civil Protection and Civil Defence Office at the National Headquarters of the State Fire Service, concerned work on new laws regarding the operation of fire protection units. Uniformed officers:
The conference topics also included information on the operating principles of the 112 emergency number and the ongoing work to switch over number 998, as well as educational solutions for children in kindergartens and primary schools concerning civil protection.

As part of the State Fire Service’s public prevention activities, firefighters from the municipal and county headquarters in Bolesławiec, Legnica, Jelenia Góra and Zgorzelec additionally prepared seven training stations. There, teachers, heads of educational institutions and heads of education departments were introduced to the following topics:
- Preventing carbon monoxide poisoning. Preventing the risk of carbon monoxide poisoning and the appropriate response when poisoning is suspected.
- What to do during a storm. The consequences of incidents and procedures in the event of personal danger or when helping others.
- Evacuation from a school, kindergarten or other public facility. Legal regulations governing the organization of evacuation drills.
- Recreation by the water. Making an informed choice of a recreation site. Procedures in the event of personal danger or when helping others. Dangers near water during the winter.
- A fire at home. Hazards and people’s behaviour during indoor fires.
- Dangerous goods in road transport. Raising public awareness of the impact of transported substances on people and the environment.
- Flood hazards. Dangers and rescue operations in fast-flowing waters.
- Behaviour at school and other public facilities during a flood.
The conference was enhanced by a display of military equipment organized by the 10th Armoured Cavalry Brigade from Świętoszów, including a Leopard tank exhibited in the car park in front of the cultural centre.
