The editorial office received a call from a Reader, who informed us that in Nowa Wieś there was an “old-style house” belonging to the Municipal Culture and Sports Centre in Bolesławiec, with its registered office in Kruszyn. He added that 8 years ago the building was taken out of use because of the risk of collapse. For 8 years, the building stood unused and was turned into a storage facility.

Last week, the building collapsed (the roof fell inside). The building in question was connected to a residential building whose tenant is a relative of the person who reported the matter. According to the Reader, as the municipal building collapsed, it damaged the connector between the buildings. Holes appeared in his relative’s apartment, and water is pouring in.

Meanwhile, according to the person who reported the matter, the Municipality did not first deal with repairing and securing the private building damaged by the municipal building. (Instead, he says, it dealt with removing property from the collapsed building).

Deputy Mayor of Bolesławiec Municipality Roman Jaworski:

On July 12 this year, we received a report that the previous day, during the evening hours, the roof of the old Community Centre building in Nowa Wieś 56a had collapsed. It had ceased to serve its function because a new Community Centre building had been constructed. This building is listed in the Municipal Register of Historic Buildings (GEZ). On the same day, while at the scene, we reported the situation to the District Building Supervision Inspectorate in Bolesławiec (PINB). The inspector went to the site and drew up an inspection report. Because the building is listed in the GEZ and is subject to heritage protection, both we and the PINB reported the incident and requested urgent intervention from the Provincial Office for the Protection of Historic Buildings – the Jelenia Góra branch.

The old community centre building adjoins a residential building, so on the same day firefighters from the Trzebień Volunteer Fire Service unit took part in temporarily securing the connector between the buildings. We also considered additionally securing the roof covering, but after consulting specialists, we abandoned this solution, as in its current condition, temporary repairs could cause more harm than good. To date, in accordance with the recommendations of the heritage conservator, we have carried out an assessment of the building’s technical condition, which states that the damage to the connector between the buildings does not pose a threat to the lives or safety of residents.

The municipal official adds:

Unfortunately, it is only tomorrow (July 20 this year) that [odpowiedź otrzymaliśmy 19 lipca – przyp. red.] the conservator’s inspection of the building is scheduled. Without the conservator’s opinion, we cannot obtain any approval for construction work related either to renovating or demolishing the building.

And he emphasizes:

We are ready to act and are only waiting for a demolition permit. Once we receive it, the building will be demolished, the damage repaired, and the site cleared.
